2116 Municipal Charters
Section 1. BE IT RESOLVED AND ORDAINED by the Council of
the City of Greenbelt, Maryland that the Charter of the City of Greenbelt,
said Charter being Section 40 of Article 17 of the Code of Public Local
Laws of Maryland (1963 Edition) and containing in whole or in part the
Charter of the City of Greenbelt, Maryland, shall be amended by repealing
and reenacting with amendments Section 40-54 title "Custody of Moneys"
as follows:
40-54. Custody of Moneys.
All moneys received by any office or agency of the City for or in
connection with the business of the City government shall be paid promptly
into the treasury and shall be deposited with responsible banking insti-
tutions. These institutions shall be designated by the Manager, in accord-
ance with regulations established by ordinance. Such banks shall be
subject to such requirements as to security for deposits and interest
thereon by bond or otherwise, as may be established by ordinance. Funds
not required to meet current obligations may be invested by the City
Manager and the City Treasurer in short-term interest-bearing notes,
bonds, or other obligations of the government of the United States of
America or of the State of Maryland. All interest on moneys belonging
to the City shall accrue to the benefit of the City government.
Section 2. BE IT FURTHER RESOLVED that the date of the
adoption of the Resolution is May 19, 1969 and that the amendment to the
Charter of the City of Greenbelt, hereby proposed by this enactment, shall
be and become effective on July 8, 1969 unless a proper petition for a
referendum hereon shall be filed as permitted by law. A complete and exact
copy of the Resolution shall be posted in the City office until June 28,
1969, and a copy of the title of this Resolution shall be published in a
newspaper of general circulation in the City of Greenbelt not less than
four (4) times at weekly intervals before June 28, 1969.
Section 3. BE IT FURTHER RESOLVED that as soon as the charter
amendment hereby enacted shall become effective, either as herein pro-
vided or following a referendum, the City Manager shall send separately,
by registered mail to the Secretary of the State of Maryland, to the
Department of Legislative Reference, the following information concerning
the Charter amendment; (1) the complete text of this Resolution; (2)
the date of the referendum election, if any, held with respect thereto;
(3) the number of votes cast for and against the question contained in the
charter amendment, whether by the Council of the City of Greenbelt
or in a referendum; and (4) the effective date of the Charter amendment.
Section 4. AND BE IT FURTHER RESOLVED that the City Man-
ager of the City of Greenbelt be, and he is specifically enjoined and in-
structed to carry out the provisions of Sections 2 and 3 as evidence of
compliance herewith, the said City Manager shall cause to be affixed to the
minutes of this meeting (1) an appropriate certificate of publication of
the newspaper in which the title of this Resolution shall have been pub-
lished; and (2) return receipts of the mailing referred to in Section 3, and
shall further complete and execute the Certificate of Effect attached
hereto.
