copy of the charges against him and shall have a public hearing on them
before the Council if he so requests within ten days after receiving the
written copy of the charges against him.

25.        The Board of Supervisors of Elections shall be in charge of the
registration of voters, nominations, and all City elections. The Board may
appoint election clerks or other employees to assist it in any of its duties.

26.        The Board of Supervisors of Elections shall give at least two weeks
notice of every election by an advertisement published in at least one news-
paper of general circulation in the City and by posting a notice thereof in
some public place or places in the City.

27.        Registration shall be permitted in the City Office during regular
office hours every day such offices are open, except that registration shall
not be permitted within thirty days immediately prior to any regular or
special election. It shall be the duty of the Board of Supervisors of Elections
to keep the registration lists up-to-date by striking from the lists persons
known to have died or become ineligible to vote in City elections. Regis-
tration of any person shall be permanent until stricken pursuant hereto.

28.        If any person shall feel aggrieved by the action of the Board of
Supervisors of Elections in refusing to register or in striking off the name
of any person, or by any other action, such person may appeal to the
Council. Any decision of the Council upon such appeal may be appealed
to the Circuit Court for the County within thirty days of the decision of
the Council.

29.        A person may file for elective office in the City by filing a certificate
of nomination at the office of the Board of Supervisors of Elections on or
before the second Monday in April next preceding the City election. No
person shall file for nomination to more than one elective City public office
at any one time.

30.        a. A primary election shall be held in the City on the fourth Mon-
day in April in every even numbered year in order to select candidates for
the general election on the second Monday in May. The primary election
shall be conducted generally as specified in this Charter for the conduct of
special and general elections. Candidates' names shall appear in alphabeti-
cal order for the office sought, on the ballots or voting machine labels, with
no party designation of any kind. If not more than two persons have filed
for the office of Mayor, no primary election shall be held for Mayor. If not
more than twice as many persons have filed as candidates for the office of
Councilman as there are seats to be filled, no primary election shall be held
for Councilmen. In such cases, all of the candidates who have filed shall be
placed on the ballots or voting machines at the general elections.

b. If a primary election be held for Mayor, the two persons receiving
the highest number of votes cast for the office of Mayor shall be nominated
and shall be placed on the ballots or voting machines at the general
election. If a primary election be held for Councilmen, and if there be two
seats to be filled, the four persons receiving the highest number of votes
shall be placed on the ballots or voting machines at the general election; if
there be three or more seats to be filled, the same ratio shall obtain as to
candidates to be placed on the ballots or voting machines.

31.        On the second Monday in May, 1970, the qualified voters of the
City shall elect a Mayor and five Councilmen. On the second Monday in
May, 1972, and every fourth year thereafter, said voters of the City shall
elect three Councilmen. On the second Monday in May, 1974, and every
fourth year thereafter said voters shall elect a Mayor and two Councilmen.
