Cumberland                                         2051

Cumberland (1966 Edition) be and is hereby repealed and reenacted to
read as follows:

18.

(a)     Said Mayor and City Council so constituted shall have control
and supervision over all the departments of the said City, and to that end
shall have power to make and enforce such rules and regulations as they
may see fit and proper for and concerning the organization, management
and operation of all the departments of said City and whatever agencies
may be created for the administration of its affairs.

(b)     The Mayor and City Council shall, by a, majority vote, elect
from among the four councilmen one who shall be known as "Commis-
sioner of Police and Fire," one who shall be known as "Commissioner of
Streets and Public Property," one who shall be known as "Commissioner
of Water and Sanitation," and one who shall be known as "Commissioner
of Finance." The duties and responsibilities of each of said commissioners
shall be as follows:

COMMISSIONER OF POLICE AND FIRE: The Commissioner of
Police and Fire shall have under his special charge the general supervision
of the Police Department and Fire Department of the City of Cumberland
for the purpose of achieving and maintaining law and order, fire preven-
tion and protection, control of traffic, enforcement of all police and fire
regulations of the City and the general conduct of emergencies of whatever
nature. The Chief of the Fire Department and Chief of the Police Depart-
ment shall be responsible to said Commissioner.

COMMISSIONER OF STREETS AND PUBLIC PROPERTY: The

Commissioner of Streets and Public Property shall have under his special
charge the general supervision of streets, alleys and other public ways,
public grounds and property of said City and he shall be charged with the
duty of keeping the streets, alleys and other public ways, public grounds
and public property in a clean and sanitary condition, and with the enforce-
ment of all rules and regulations necessary to these ends; he shall also
have under his special charge the supervision of all public improvements,
including flood control, the Municipal Airport, street lighting and other
public improvements and property, including the Department of Parks
and Recreation, except as herein otherwise specified, and he shall see that
all contracts therefor are faithfully performed and that the conditions of
any grant, franchise or license relating thereto are complied with and
performed.

COMMISSIONER OF WATER AND SANITATION: The Commis-
sioner of Water and Sanitation shall have under his special charge the
construction, maintenance and operation of the water production and
distribution system, sewer collecting system and Sewage Treatment Plant,
and he shall see to the enforcement of all regulations and rules with respect
to said systems and departments.

COMMISSIONER OF FINANCE: The Commissioner of Finance
shall also be designated as the City Treasurer and shall have under his
special charge all matters relating to the establishment and performance
of the Annual Budget and shall be responsible for the collection of all taxes
levied and all water and sewer bills rendered and shall also be responsible
for the enforcement of all laws, rules and regulations for the assessment
and collection of such taxes and charges of every kind, and the collection
of all revenues belonging to the City from whatever source the same may
be derived.
