3    elected official or law enforcement personnel, to be purchased with

4    funds appropriated by this Act, shall comply with the standard

5    specification as devised by the Department of Budget and Fiscal

6    Planning; provided, however, that in the case of the administrative

7    head of any State department or agency whose duties require that

8    he travel extensively throughout the State, the Board of Public

9    Works may authorize the purchase of a class of passenger vehicle
10   which is in excess of the standard specification.

1        Sec. 5. And be it further enacted, That it is the intention that the

2    appropriations contained in this bill for the State Office Buildings in

3    Annapolis and Baltimore are to be supplemented by transfers from

4    the budgets of the various agencies and departments occupying the

5    buildings for such expenses as may not be adequately provided for

6    within the respective budgets for the operation and maintenance of

7    these buildings. The above transfers, if necessary, are to be effected

8    by the budget amendment.

1       SECTION 6. AND BE IT FURTHER ENACTED, THAT THE

2    EXECUTIVE SHALL CONDUCT A STUDY AND SUBMIT REC-
3   OMMENDATIONS TO THE BOARD OF PUBLIC WORKS WITH

4    RESPECT TO THE SALARIES OF THE SECRETARIES AND

5    DEPUTY SECRETARIES OF THE VARIOUS PRINCIPAL DE-
6   PARTMENTS OF THE STATE GOVERNMENT; AND THE

7    BOARD OF PUBLIC WORKS, AFTER RECEIVING SUCH
8   RECOMMENDATIONS SHALL ESTABLISH THE SALARIES
9   OF SAID SECRETARIES CONSISTENT WITH THE RESPON-

10   SIBILITIES OF EACH INCUMBENT. THE APPROPRIATIONS

11   FOR THESE SALARIES SHALL BE SET FORTH AS AN

12   IDENTIFIABLE PROGRAM OF THE EXECUTIVE DEPART-

13   MENT WITH FUNDS PROVIDED AS REIMBURSABLE ITEMS

14    FROM APPROPRIATIONS IN EACH OF THE RESPECTIVE

15    PRINCIPAL DEPARTMENTS.

1        SECTION 6. AND BE IT FURTHER ENACTED, THAT THE

2    GOVERNOR MAY ALTER THE SALARIES OF THE SEVERAL

3    SECRETARIES AND DEPUTY SECRETARIES OF THE VAR-

4    IOUS PRINCIPAL DEPARTMENTS OF THE STATE GOVERN-

5    MENT ONLY AFTER CAUSING A STUDY TO BE CONDUCTED

6    AS TO THE RESPONSIBILITIES OF EACH POSITION, AFTER

7    SUBMITTING RECOMMENDATIONS BASED ON THE STUDY

8    TO THE BOARD OF PUBLIC WORKS, AND AFTER RECEIV-

9    ING APPROVAL OF THAT BOARD. NOTHING IN THIS SEC-

10    TION SHALL EXTEND OR DIMINISH THE POWER OR AU-

11    THORITY OF THE GOVERNOR OR THE BOARD OVER THE

12    SALARIES OF PERSONNEL OTHER THAN THE SECRE-

13    TARIES AND DEPUTY SECRETARIES. THE SALARIES OF

14    SECRETARIES AND DEPUTY SECRETARIES SHALL BE

15    SET FORTH INDIVIDUALLY IN MEMORANDUM FORM IN

16    THE BUDGET OF THE EXECUTIVE DEPARTMENT, WITH A

17    TOTAL, AS WELL AS IN THE BUDGETS OF THE RESPECTIVE

18    PRINCIPAL DEPARTMENTS AND SHALL BE SUBJECT TO

19    SUBSEQUENT APPROVAL OR DISAPPROVAL BY THE GEN-

20    ERAL ASSEMBLY, AND IF DISAPPROVED, THE SALARY OR

21    SALARIES SHALL REVERT TO THE AMOUNT OR AMOUNTS

22    PRIOR TO SUCH INCREASE OR INCREASES ESTABLISHED

23    UNDER THIS SECTION.
