Article 66½ Section 6-102.4, of the Annotated Code of Maryland
provides that a Class D driver's license shall authorize the licensee to
drive any vehicle except combination vehicles, trucks with a gross
weight of more than 20,000 pounds, buses, and motorcycles. A Class
D license is the lowest classification of a license in the Driver Classifi-
cation System under our motor vehicle laws. In effect, House Bill
624 would permit a person with an operator's license to operate equip-
ment of the nature of a Class A license, such as a hook and ladder
truck, when he is not qualified to do so. I share the concern of the
Commissioner of Motor Vehicles, who has requested that this bill be
vetoed, that this bill would dilute the Driver Classification System.
The Commissioner has further pointed out that this bill might open
the door to regular fire companies and other well-intentioned people
to request further exemptions from the classification law.

In view of the foregoing, I have decided to veto House Bill 624.

House Bill No. 628—Errors in Trial Magistrate Laws

AN ACT to repeal and re-enact, with amendments, Section 31(a)
of Article 52 of the Annotated Code of Maryland (1970 Supplement),
title "Justices of the Peace," subtitle "Docket;" and to repeal and
re-enact, with amendments, Section 109 of said Article and title, sub-
title "Trial Magistrates System," to correct certain errors therein.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 628.

This bill repeals and re-enacts, with amendments, a section of
the law relating to the appointment and compensation of constables
at large for trial magistrates in several counties.

House Bill 512, which was enacted by the General Assembly and
signed by me on May 17, 1971, enacts new uniform statewide pro-
visions relating to the appointment and compensation of constables
in the District Court. Because of the inconsistency between the two
bills, and because the enactment of House Bill 512 renders House Bill
628 unnecessary, I have decided to veto House Bill 628.
