(Senate Joint Resolution 17)

Senate Joint Resolution to direct the President of the Senate and
the Speaker of the House to appoint an interim committee to
report to the legislative Council REQUEST THE JOINT BUD-
GET AND AUDIT COMMITTEE TO REPORT on the progress
of the organization of the Department of Transportation, and the
development of its programs, functions and funding.

Whereas, The Department of Transportation is a new department
with the duty of combining, under a single head, the State Aviation
Administration, the Maryland Port Administration, the Maryland
Airport Zoning Board, the Airport Zoning Commission, the Board
of Airport Zoning Appeals, the State Public Transit Administra-
tion, the State Motor Vehicle Administration, the Unsatisfied Claim
and Judgment Fund Board, the State Highway Administration, the
State Roads Commission; and

Whereas, the departments named are diverse and varied; and

Whereas, the Friendship International Airport Authority controls
the largest airport in the State and is not within the Department of
Transportation, and all other airports are under the jurisdiction of
the Department of Transportation; and

Whereas, the coordination and control of all transportation, in-
cluding airports, is vital to the development of the State of Mary-
land; now, therefore, be it

Resolved by the General Assembly of Maryland,, That the Presi-
dent of the Senate and the Speaker of the House appoint an interim
committee to report to the Legislative Council
JOINT BUDGET
AND AUDIT COMMITTEE IS REQUESTED TO REPORT on the
functions of the Department of Transportation, the development and
progress of its programs; and any problems that have developed or
are anticipated in the integration of the Departments, Boards, Com-
missions and Authorities under its jurisdiction and control and the
relationship between the Department of Transportation and the
Friendship International Airport Authority; and be it further

Resolved, That the committee report on the kinds of funding that
has been developed, including the use of Federal funding; and be it
further

Resolved, That copies of this Resolution be sent to the President
of the Senate and the Speaker of the House by the Secretary of the
Senate. AND TO THE CHAIRMAN OF THE JOINT BUDGET
AND AUDIT COMMITTEE.
