1850                             Joint Resolutions

pitals for the mentally ill and mentally retarded. The Commission
should consist of three members appointed by the Governor, repre-
sentative of voluntary citizens groups which shall include one group
concerned with the mentally ill, one group concerned with the
mentally retarded, and the third group concerned with handicapped
persons, generally. The Commission shall also have as members
two Senators appointed by the President of the Senate, and two
Delegates appointed by the Speaker of the House of Delegates;
and be it further

Resolved, That the Commission shall report on a regular basis
to the Governor and the General Assembly as to its findings; and
be it further

Resolved, That copies of this Resolution be sent to the Governor,
the President of the Senate, and the Speaker of the House of
Delegates.

(Senate Joint Resolution 15)

Senate Joint Resolution requesting the Department of Forests and
Parks to study the comparative charges imposed by foreign states
upon non-resident vacationers for the use of state parks and recre-
ation areas, and to establish consistent, reciprocal charges in Mary-
land.

Whereas, it is the policy of the State of Maryland to promote
recreational and leisure interest throughout the State by encouraging
the use of its forests, parks, camping grounds and natural areas; and

Whereas, Maryland now imposes the same nominal admission,
use and rental charges upon residents and non-residents alike; and

Whereas, the great natural beauty of Maryland renders its parks
and recreational areas especially attractive to and popular with non-
resident vacationers and, as a result, camp sites are sometimes un-
available to Maryland citizens; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Director
of the Department of Forests and Parks be requested to conduct a
comparative study of the various fees and charges assessed by for-
eign states upon non-residents for the use of state parks and recrea-
tion areas and to establish consistent, reciprocal charges in Mary-
land; and, be it further

Resolved, That copies of this Resolution be sent to the Director
of the Department of Forests and Parks and to the Governor of
Maryland, by the Secretary of State.
