No. 43
(House Joint Resolution 83)
House Joint Resolution requesting the Maryland delegation in the
United States Congress to propose and introduce legislation prohib-
iting the sending of unsolicited packages of cigarettes to individ-
ual homes through the United States postal system.
Whereas, The evils of cigarette smoking are well recognized by
the United States government, the medical profession and our society
at large; and
Whereas, Since cigarette advertising has been banned from the
medium of television, cigarette manufacturers are seeking other
means to promote sales of their noxious products, one of which is
the sending of unsolicited packages of cigarettes to individual homes
through the mails; and
Whereas, This reprehensible form of advertising can entice poten-
tially thousands of people to take up cigarette smoking who otherwise
would not do so; and
Whereas, The State of Maryland is powerless to control or regulate
in any way the United States postal system; now, therefore, be it
Resolved by the General Assembly of Maryland, That the members
of the Maryland delegation in the United States Congress be requested
to propose and introduce legislation to prohibit the sending of un-
solicited packages of cigarettes to individual homes through the
United States postal system; and be it further
Resolved, That copies of this resolution be sent by the Chief Clerk
of the House of Delegates to Senator Charles Mc. Mathias, Senator
J. Glenn Beall, Jr., and to each member of the Maryland delegation
in the United States House of Representatives.
