1826                             Joint Resolutions

desirable on the basis of (1) promoting the growth of this industry-
should the State, county, and municipal governments decide that it
is in the public interest, (2) adequately protecting all governmental
interests in this industry including but not limited to adequate regu-
lation, collection of revenue involving auditing and cost analysis, and
provision for public use of these communication facilities;

Whereas, The federal government may regulate community an-
tenna television through the Federal Communications Commission,
the Federal Power Commission or some other agency and may
prohibit a State or any level of government therein from regulating
this industry; may want a State to regulate this industry, by itself;
or may seek mutual regulation by both the federal and State
governments;

Whereas, Any regulation by the State (regardless of the enact-
ment of any legislation concerning community antenna television in
the 1971 Legislative Session of the General Assembly) would require
granting regulatory jurisdiction to a particular State agency (prob-
ably the Public Service Commission); funding that agency for that
additional function; and establishing and implementing possibly both
statutory law and administrative regulations;

Whereas, The General Assembly recognizes that community an-
tenna television poses many and serious unanswered questions for
the citizens of the State of Maryland and all of its levels of govern-
ment and that this industry will have broad and longlasting effects
and implications; and

Whereas, The General Assembly considers that much benefit
would result from a comprehensive study of community antenna
television by the State, county, and municipal governments; now,
therefore, be it

Resolved by the General Assembly of Maryland, That the Legisla-
tive Council of Maryland organize a study to review all issues men-
tioned in this Joint Resolution and to make recommendations thereon
in whatever form deemed appropriate to the 1972 Legislative Session
of the General Assembly; and be it further

Resolved, That copies of this Resolution be sent to the Legislative
Council.

House Joint Resolution to encourage the development and imple-
mentation of methods for increasing the food productivity of
wetlands.

Throughout the hearings held by the Maryland General Assembly
on the wetlands legislation passed in the 1970 Legislative Session,
one of the main arguments for preservation was food materials pro-
vided by wetlands for oysters, clams, crabs, fish, muskrat, geese,
