is a deterrent to a major improvement program which will be of
substantial benefit to the county or municipal corporation; (2)
retention of the structure would cause undue financial hardship to
the owner; or (3) the retention of the structure would not be to the
best interests of a majority of persons in the community.
8.13. Ordinary maintenance not affected; completion of work under
prior permit.
Nothing in this [section] subtitle shall be taken or construed to
prevent work and repairs on any structure coming under the head-
ing of ordinary maintenance. Nothing in this [section] subtitle
affects the right to complete any work covered by a permit or author-
ization issued prior to January 1, 1971.
8.15. Severability.
The provisions of [Sec. 8.00] Sections 8.01-8.15 are severable,
and if any of its THEIR provisions are held unconstitutional by any
court of competent jurisdiction, the decision of such court shall not
affect or impair any of the remaining provisions.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Sections 3(a)
and 3(b) of Article 43B of the Annotated Code of Maryland (1965
Replacement Volume and 1970 Supplement), as amended by Ex-
ecutive Order No. 1 of the Regular Session of 1971, title "Com-
prehensive Drug Abuse Control and Rehabilitation Act," amend-
ing the laws concerning the Advisory Council on Drug Abuse with
particular respect to the appointment, tenure and removal of mem-
bers of the Advisory Council on Drug Abuse.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 3(a) and 3(b) of Article 43B of the Annotated Code of
Maryland (1965 Replacement Volume and 1970 Supplement), as
amended by Executive Order No. 1 of the Regular Session of 1971,
title "Comprehensive Drug Abuse Control and Rehabilitation Act,"
be and they are hereby repealed and re-enacted, with amendments,
to read as follows:
3. Advisory Council on Drug Abuse.
(a) There is hereby created and established a council to be known
as the Advisory Council on Drug Abuse, to consist of the State
Superintendent of Schools, the commissioners of Mental Hygiene,
Health, Labor and Industry, and Correction, the Secretary of the
