FOR STATE AGENCY CAPITAL PROJECTS TO BE SUB-
MITTED TO THE DEPARTMENT OF STATE PLANNING,
SPECIFYING THE PROCEDURES FOR APPROVAL OF SUCH
REQUESTS, REQUIRING DETAILED EXPLANATIONS FOR
PLANNING FUNDS AND APPROVAL FOR CHANGES IN
SUCH REQUESTS.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 10 be and it is hereby added to Article 88C of the
Annotated Code of Maryland (1969 Replacement Volume) title "State
Planning," to follow immediately after Section 9 thereof, and to read
as follows:

10.

(a)  All requests by State agencies for capital projects shall be sub-
mitted to the Department of State Planning before the beginning
JULY 1 of the fiscal year PRIOR TO THE FISCAL YEAR in which
they are to be commenced unless the
REQUESTING Department
declares the project to be an emergency.

(b)  No appropriations shall be authorized for preliminary plan-
ning funds unless the agency in question has submitted to the
Department of State Planning a program describing in detail the
purpose of the project for which funds are being requested.

(c)  No changes shall be permitted in any project for which funds
are requested after the preliminary plan has been completed
AND
APPROVED except upon the approval of the Secretary of the De-
partment of State Planning and the Secretary of General Services.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 768
(Senate Bill 753)

AN ACT to repeal and re-enact, with amendments, Section 31 of
Article 9 of the Annotated Code of Maryland (1970 Supplement),
title "Attachments," subtitle "Attachments of Wages or Hire,"
to raise the wage exemption from attachments from $100 to $120
and to provide that no employer may discharge an employee for
the reason that his earnings have been subjected to garnishment
for any one indebtedness within a calendar year, and to correct
phraseology.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 31 of Article 9 of the Annotated Code of Maryland
(1970 Supplement), title "Attachments," subtitle "Attachments of
Wages or Hire," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
