ance to Needy Blind; Aid to Permanently and Totally
Disabled; General Public Assistance; Boarding Care for
                        Children; Emergency Assistance' to Families with Chil-

dren; and General Public Assistance to Employables Pro-
grams in Social Services Administration shall first be
applied to meet projected caseload requirements without
changes in grant standards. The implementation of any
increase in grant standards contained herein is contin-
gent upon the availability of General Funds after meeting
fiscal requirements of the projected caseload and must
have prior approval of the Board of Public Works.
