execution of the powers and duties imposed and conferred by law,
and shall fix their respective compensations. Each employee may be
covered by a surety bond in accordance with the provisions of Sections
46 through 50 of Article 78A of this Code. Said chairman may remove
any of said £ person] persons from their positions, but only in the
manner hereinafter provided. And said chairman may also rent or
lease all proper and necessary offices and other places which he may
deem proper and necessary for the performance of the Commission's
duties and the purposes of law. The said Commission shall keep a
journal in which shall be entered all its proceedings in detail, the
correctness of the same to be attested at each succeeding meeting
by the chairman and secretary of the Commission. Said Commission
shall also keep books showing in detail all expenditures of money in
the State in connection with the establishment or improvement of
roads, and in connection with all work whatsoever of the Commission,
which books and records shall be open to the inspection of any tax-
payer of the State at any time. No member of said Commission shall
become pecuniarily interested in any contract for work done or
material provided in connection with any of the work of said Com-
mission. The chairman of the Commission may, from time to time,
and with the approval of the Secretary of Transportation, adopt such
bylaws and rules of procedure for the conduct of the Commission's
business as he may deem necessary, and he is authorized to establish
such departments within the Commission as he deems necessary to
perform properly the objectives and duties of said Commission. The
chairman shall annually compile and publish maps and statistics
relating to the public roads of the State and showing the progress
and status of the work done or entered upon by it and separately for
the several counties. All maps, plans and statistics made, collected
and compiled under the chairman's direction shall be preserved in the
Commission's office and shall be open to the inspection of any taxpayer
of the State. All contracts, agreements, grants, licenses, made or
entered into by the chairman on behalf of the Commission shall be
recorded in books kept for that purpose, which shall always be open
to the inspection of the public.
(b) Subject to the authority of the Secretary of Transportation
and the Maryland Transportation Authority as set forth in Articles
41 and 94A of this Code or elsewhere in the laws of Maryland, the
chairman of the State Roads Commission shall exercise and perform
all power, authority, duties and functions vested in the State Roads
Commission by the provisions of this article or by other laws of
this State except for the authority and function vested in the State
Roads Commission by Article III, Section 40B of the Maryland Con-
stitution and except for the function of giving advice and recommen-
dations to the chairman and to the Secretary of Transportation.
(c) The Secretary of Transportation, and the Maryland Trans-
portation Authority with respect to matters within the Authority's
jurisdiction, may by regulations or directives require that the exer-
cise by the chairman of the State Roads Commission of any particular
power, duty, or function vested in the chairman [of] by the provisions
of this article, be subject to the approval of the Secretary of Trans-
portation or the Maryland Transportation Authority.

(c) The State Roads Commission, with the approval of the
municipality or urban area as the case may be, and with the consent
