charitable organization or any bona fide fraternal, religious,
patriotic, educational or charitable corporation to operate or
conduct a game of bingo in Baltimore City where no cash or
prize of a greater value than fifteen dollars ($15.00) is offered
or given in any one game and where the entire proceeds are
devoted to charitable purposes exclusively or in furtherance of
the purposes of such organization or corporation.]

Any bona fide fraternal, religious, patriotic, educational or
charitable organization or corporation may conduct or operate a

NOTWITHSTANDING THE FOREGOING, ANY ORGANI-
ZATION OR CORPORATION DEVOTED EXCLUSIVELY TO
CHARITABLE, RELIGIOUS OR EDUCATIONAL PURPOSES
OR ANY SERVICE, FRATERNAL OR VETERANS ORGANI-
ZATIONS WHOSE NET EARNINGS DO NOT INURE TO THE
BENEFIT OF ANY STOCKHOLDER OR MEMBER OF THE
ASSOCIATION CONDUCTING THE SAME MAY CONDUCT OR
OPERATE A game of bingo in Baltimore City if the entire pro-
ceeds are devoted to charitable purposes exclusively or in further-
ance of the purposes of such organization or corporation, and if the
cash or prize awards conform with the following limits:

(a)    Five (5) early bird games at fifteen dollars ($15.00)
each;

(b)    Nineteen (19) regular games at twenty-five dollars
($25.00) each;

(c)    One (1) regular game with a jackpot starting at fifty
dollars ($50.00) with a consolation prize of twenty-five dollars
($25.00); twenty-five dollars ($25.00) to be added to the jackpot
each night;

(d)    Four (4) regular special games at fifty dollars ($50.00)
each;

(e)    Four (4) split-the-pot games; prize on the split-the-pot
games not to exceed fifty percent (50%) of the proceeds of the
games;

(f)    One (1) winner-take-all game; prize on the winner-
take-all game not to exceed the entire proceeds of the game;

(g)    One (1) one thousand dollar ($1,000.00) jackpot game
starting at fifty (50) numbers; one (1) number to be added
every second night, consolation prize of one hundred twenty-five
dollars ($125.00) to be given if jackpot is not won;

(h) One (1) buildup-jackpot game starting at one hundred
dollars ($100.00) and fifty (50) numbers; one (1) number
and twenty-five dollars ($25.00) to be added each night; consola-
tion prize of seventy-five dollars ($75.00) to be given if jackpot is
not won;

(i) A total amount of twenty-five dollars ($25.00) for all door
prizes combined.

Before the game of bingo may be played in Baltimore City, it shall
be necessary to obtain a permit for same after application shall
have been made to the police commissioner of said city. It shall be
the duty of the police commissioner to ascertain the character of
the organization on whose behalf the application is made to deter-
