WHOLESALERS OR RETAILERS PRINCIPALLY ENGAGED
IN THE SALE OF FOOD AND USED FOR STORAGE OF FOOD
AND BEVERAGES AND SUCH NON-FOOD PRODUCTS AS
MAY BE SOLD FROM TIME TO TIME IN CONNECTION WITH
THE SALE OF FOOD AT RETAIL, AND INCLUDING PARKING
AND OTHER ANCILLARY FACILITIES as may be deemed neces-
sary or advisable to the overall success of the market.

(5) It appears that sufficient revenue will be derived from the
operation of the market to amortize the cost thereof within a reason-
able period, and it is therefore deemed proper that the development
of the market be defrayed insofar as practicable by the issuance of
bonds payable solely from the revenue derived from market opera-
tions; but it may be necessary that a part of said bonds bear the full
faith and credit of the State of Maryland.

(B) THE AUTHORITY SHALL CONSIST OF SEVEN MEM-
BERS, ALL OF WHOM SHALL BE CITIZENS OF THE STATE
OF MARYLAND, ONE OF WHOM SHALL BE A RESIDENT OF
HOWARD COUNTY.
THE DIRECTOR OF AGRICULTURAL
EXTENSION, STATE OF MARYLAND, AND THE COMP-
TROLLER OF THE STATE SHALL BE EX OFFICIO MEMBERS,
AND THE TENURE OF THEIR OFFICE SHALL COINCIDE
WITH THE TERMS FOR WHICH THEY HOLD THE DESIG-
NATED OFFICES. IN THE EVENT OF A VACANCY IN ANY
OF THE EX OFFICIO OFFICERS, THE SEAT ON THE AU-
THORITY IS TO BE TAKEN BY THE INTERIM OR PERMA-
NENT SUCCESSOR.

THE GOVERNOR OF THE STATE OF MARYLAND, WITH
THE ADVICE AND CONSENT OF THE SENATE, WITHIN
THIRTY (30) DAYS AFTER JUNE 1, 1967, SHALL APPOINT
FIVE MEMBERS WHO SHALL BE OUTSTANDING CITIZENS
OF THE STATE OF MARYLAND. THE ORIGINAL APPOINT-
MENTS OF THOSE FIVE MEMBERS, EXCLUDING THE EX
OFFICIO MEMBERS, SHALL BE MADE IN SUCH MANNER
THAT THE TERM OF ONE MEMBER SHALL EXPIRE ON
JULY 1, 1968, THE TERM OF ANOTHER MEMBER SHALL EX-
PIRE ON JULY 1, 1969, THE TERM OF ANOTHER MEMBER
SHALL EXPIRE ON JULY 1, 1970, THE TERM OF ANOTHER
MEMBER SHALL EXPIRE ON JULY 1, 1971, AND THE TERM
OF THE REMAINING MEMBER SHALL EXPIRE ON JULY 1,
1972. THEIR SUCCESSORS SHALL BE APPOINTED FOR
TERMS OF FIVE YEARS FROM THE DATES OF EXPIRATION
OF THEIR RESPECTIVE TERMS OF OFFICE, EXCEPT THAT
ANY PERSON APPOINTED TO FILL A VACANCY SHALL
SERVE ONLY FOR THE UNEXPIRED TERM. ANY MEMBER
OF THE AUTHORITY IS ELIGIBLE FOR REAPPOINTMENT.
THE GOVERNOR, AFTER NOTICE IN WRITING TO A MEM-
BER THIRTY (30) DAYS IN ADVANCE OF SUCH ACTION,
MAY REMOVE ANY MEMBER OTHER THAN THE EX
OFFICIO MEMBERS FOR INEFFICIENCY, NEGLECT, OR MIS-
CONDUCT. ANY MEMBER SO NOTIFIED SHALL BE EN-
TITLED TO A HEARING BEFORE THE GOVERNOR, PRO-
VIDED THAT REQUEST FOR A HEARING BE MADE IN
