(f) (D) Penalties
Violations of this section shall be a misdemeanor and upon con-
viction thereof shall be punishable by a fine not to exceed Ten
Thousand Dollars ($10,000.00). In addition thereto, if the violator be
a corporation each of its officers and directors may be subjected to
a like penalty, and if the violator be a sole proprietor ship the owner
thereof may be subjected to a like penalty, and if the violator is a
partnership each of the partners may be subjected to a like penalty.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new Sections 266EE-1 to 266EE-6, inclusive, to
Article 41 of the Annotated Code of Maryland (1965 Replacement
Volume, 1970 Supplement), title "Governor—Executive and Ad-
ministrative Departments," subtitle "Department of Economic and
Community Development," to follow immediately after Section
266DD-6 thereof, and to be under the new subheading "Indus-
trialized Building and Mobile Homes Act," to provide that the
Department of Economic and Community Development promul-
gate and enforce rules and regulations prescribing standards for
industrialized housing units and mobile homes and the procedures
pursuant thereto, to provide for inspection and certification of in-
dustrialized buildings and mobile homes, to provide for the creation
of an Advisory Commission on Industrialized Building and Mobile
Homes, to provide for penalties for violations, and relating gen-
erally to industrialized buildings and mobile homes.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 266EE-1 to 266EE-6, inclusive, BE AND THEY
are hereby added to Article 41 of the Annotated Code of Maryland
(1965 Replacement Volume, 1970 Supplement), title "Governor—
Executive and Administrative Departments," subtitle "Department
of Economic and Community Development," to be under the new
subheading "Industrialized Building and Mobile Homes Act," to fol-
low immediately after Section 266DD-6 thereof, to read as follows:
Industrialized Building and Mobile Homes Act
266EE-1. Legislative findings and declarations.
It is found and declared that with the acceleration in development
of new materials, processes and assemblies of building components,
manufactured buildings and sub-assemblies, and the increased use
of temporary and mobile structures, there is a need for a statewide
building regulatory system.
It is further found and declared that until the recent increase in
demand, for use of temporary and mobile structures, the present
