[The County Commissioners shall appoint a Director of Public Works
for a term of four years from the date of his appointment or until
his resignation or removal, or until his successor is appointed. In
the event of the death, resignation, or removal from office of the
Director, the County Commissioners shall appoint a successor for
the balance of the unexpired term. The Director must be a graduate
of a recognized college of engineering and hold a bachelor of civil
engineering degree or he must be a professional engineer licensed
under the provisions of Article 75½ of the Annotated Code of Mary-
land as amended from time to time.] The County Commissioners
shall appoint a Director of Public Works to serve at the pleasure of
the County Commissioners. The Director must be a graduate of a
recognised college of engineering and hold a bachelor of civil engi-
neering degree and/or be a graduate of an accredited college and
have at least five (5) years experience as a public administrator.
REGISTERED PROFESSIONAL ENGINEER WITH 5 YEARS
OF ADMINISTRATIVE EXPERIENCE. His salary shall be as
fixed by the County Commissioners from time to time.
[(b) The Director is not liable to removal from office except for
incompetency, willful neglect of duty, or other good cause impairing
his usefulness. He may not be removed, however, without written
charges preferred against him and an opportunity to be heard. Hear-
ings upon the question of his removal from office are open to the
public, and the decision of the County Commissioners is final, with
no appeal to court.]
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new Section 166 to Article 83 of the Annotated
Code of Maryland (1969 Replacement Volume), title "Sales and
Notices," to follow immediately after Section 165 thereof and to
be under the new subtitle "Multi-level Distribution Companies,"
to define multi-level distribution companies; to provide against
requirement that participants purchase the product or service or
pay any other consideration to participate in the marketing pro-
gram unless the company agrees to repurchase portion which
participant is unable to sell; to provide for cancellation of con-
tracts of participation; to prohibit income representations or
projections unless representations or projections are based upon
earning experience in a similar market; to provide for enforce-
ment of the provisions of this section by the Attorney General or
State's Attorney; to provide penalties for THE VIOLATION OF
the provisions of the section; and relating to multi-level distribu-
tion companies generally.
Section 1. Be it enacted by the General Assembly of Maryland,
