No more than two members of the Board shall be officials or full-
time employees of State or local governments. All members of the
Board shall be citizens of the United States or have declared their
intent to become citizens of the United States, and each shall have
resided in this State at least one year prior to appointment to the
Board.
(E) THE [BOARD SHALL ELECT ANNUALLY FROM ITS
MEMBERSHIP A] GOVERNOR SHALL DESIGNATE THE
CHAIRMAN AND VICE-CHAIRMAN OF THE BOARD. THE
BOARD SHALL HOLD TWO OR MORE MEETINGS EACH
YEAR. AT ANY MEETING A MAJORITY OF THE ENTIRE
MEMBERSHIP CONSTITUTES A QUORUM, NOTWITHSTAND-
ING THE EXISTENCE OF ANY VACANCIES.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 473 (a)
of the Code of Public Local Laws of Harford County (1965 Edition,
being Article 13 of the Code of Public Local Laws of Maryland),
title "Harford County," subtitle "Roads and Public Works," and
to repeal Section 473 (b) of the same title and subtitle, to change
the appointment and qualifications of the Director of Public Works
for Harford County, and to delete the subsection dealing with the
job tenure of the Harford County Director of Public Works.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 473 (a) of the Code of Public Local Laws of Harford
County (1965 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County," subtitle "Roads and
Public Works," be and it is hereby repealed and re-enacted, with
amendments; and that Section 473 (b) of the same title and subtitle,
be and it is hereby repealed, and all to read as follows:
473.
(a) A Department of Public Works is established under the super-
vision and direction of the County Commissioners of Harford County.
(b) Of the Board members initially appointed, three shall be ap-
pointed for a one-year term of office, three shall be appointed for
a two-year term, and three shall be appointed for a three-year term.
Of the three additional members to be appointed after the effective
date of the 1971 amendments to this Article, one shall be appointed
for a one-year term, one for a two-year term, and one for a three-
year term. Thereafter, the term of office for each member shall be
three years. No member shall serve more than two consecutive full
terms. Any vacancy occurring on the Board shall be filled by the
appointive authority for the unexpired term.
