and devices for the TRANSFER, STORAGE, separating, remov-
ing, treating, and disposing of oil and other unctuous substances
for the purpose of preventing pollution of waters of the State. No
person shall engage in any commercial or industrial operation involv-
ing these activities unless approval is received from the Department
in the form of a Certificate of Approval,
PERMIT, indicating that
the activities are in conformity with the prescribed regulations; but
persons engaged in commercial or industrial operations involving
these activities prior to June 30, 1971, may have until July 1, 1972,
to obtain a Certificate of Approval.
PERMIT.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 657
(Senate Bill 364)

AN ACT to repeal and re-enact, with amendments, Section 257 (a)
of Article 27 of the Annotated Code of Maryland (1971 Replace-
ment Volume), title "Crimes and Punishments," subtitle "I. Crimes
and Punishments," subheading "Gaming," amending the laws con-
cerning the operation of certain carnivals, bazaars or raffles in
Baltimore City, and making changes in the prizes and awards that
may be made.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 257 (a) of Article 27 of the Annotated Code of Mary-
land (1971 Replacement Volume), title "Crimes and Punishments,"
subtitle "I. Crimes and Punishments," subheading "Gaming," be and
it is hereby repealed and re-enacted, with amendments, to read as
follows:

257.

(a) Nothing in this subtitle shall be construed to make it unlawful
for any bona fide religious, fraternal, civic, war veterans', hospital,
amateur athletic organization in which all playing members are less
than eighteen years of age, or charitable organization or corporation
in Baltimore City or Baltimore County to conduct or hold a carnival,
bazaar or raffle for the benefit of any such religious, fraternal, civic,
war veterans', hospital, amateur athletic or charitable organization
or corporation, provided that no individual or group of individuals
shall benefit financially from the holding of any such bazaar, carnival
or raffle or shall receive or be paid any of the proceeds from any
such carnival, bazaar or raffle for personal use or benefit. At such
carnival, bazaar or raffle, it shall be lawful to award prizes to any
individual [in merchandise up to $15.00 in Baltimore City and] in
merchandise and cash in any amount fin Baltimore County] in any
one game or spin by such devices as are commonly designated as
paddle wheels or wheels of fortune. IN BALTIMORE CITY IT
SHALL BE LAWFUL TO AWARD PRIZES IN CASH TOTAL-
