for a term which will expire July 1, 1973; and nine members shall
be appointed for a term which will expire July 1, 1974. All subse-
quent appointments shall be for terms of three years.

(a) Council members shall annually elect a chairman and such
other officers as may be deemed necessary.
(b) Members of the Council shall serve without pay except that
they shall be reimbursed for actual expenses incurred in the per-
formance of their duties.
(c) The Council shall hold quarterly meetings at a time and place
designated by the Council and shall hold additional meetings as
deemed necessary.
(d) The Council shall hold not less than one meeting each year at
which the public is given an opportunity to express views concern-
ing vocational education.

The duties and responsibilities of the Council shall include but are
not limited to:
(1) Advising the State Board of Education in the development and
preparation of the State Plan for vocational-technical education; and
manpower training;
(2) Evaluating programs, services, and activities of vocational-
technical education, and manpower training, and publishing and dis-
tributing the results thereof;
(3) Preparing and submitting, through the State Board of Edu-
cation, an annual evaluation report to the Commissioners of Education
and the National Advisory Council. This report shall evaluate the
effectiveness of vocational education programs, services, and activ-
ities and comply with the Vocational Education Act of 1963 as
amended;
(3) PREPARE AND SUBMIT THROUGH THE STATE BOARD
TO THE COMMISSIONER AND TO THE NATIONAL COUNCIL
AN ANNUAL EVALUATION REPORT, ACCOMPANIED BY
SUCH ADDITIONAL COMMENTS OF THE STATE BOARD AS
THE STATE BOARD DEEMS APPROPRIATE, THIS REPORT
SHALL EVALUATE THE EFFECTIVENESS OF VOCATIONAL
EDUCATION PROGRAMS, SERVICES, AND ACTIVITIES CAR-
RIED OUT IN THE YEAR UNDER REVIEW IN MEETING THE
PROGRAM OBJECTIVES SET FORTH IN THE STATE'S LONG-
RANGE PROGRAM PLAN AND THE ANNUAL PROGRAM
PLAN;
(4) Encouraging the establishment and development of local ad-
visory councils on vocational technical education and manpower
training;
(5) (4) Advising the State Board for Community Colleges with
regard to vocational-technical programs, services, and activities;
(6) (5) Serving in an advisory function in the implementation of
