certificate of authorization to such corporation or partnership, and
such corporation or partnership shall be authorized to contract for
and to collect fees for landscape architectural services.
(3) No such corporation or partnerships shall be relieved of re-
sponsibility for conduct or acts of its agents, employees or officers
by reason of its compliance with the provisions of this section, nor
shall any individual practicing landscape architecture as defined in
Section 271 of this subtitle be relieved of responsibility for land-
scape architectural services performed by reason of his employment
or relationship with such corporation or partnership.
281. Severability.
If any provision of this subtitle is declared unconstitutional or
the applicability thereof to any person or circumstances is held
invalid, the constitutionality of the remainder of this subtitle and
applicability thereof to other persons and circumstances shall not be
affected thereby,
SEC. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new Sections 409A through 409H to Article 41 of
the Annotated Code of Maryland (1970 Supplement), title "Gov-
ernor—Executive and Administrative Departments," to follow
immediately after Section 409 thereof and to be under the new
subtitle "39A Advisory Council on Vocational-Technical Educa-
tion," and Manpower Training," and to repeal and re-enact, with
amendments, Section 133 of Article 77 of the Code (1969 Replace-
ment Volume), title "Public Education," subtitle "Vocational Edu-
cation," to create the State Advisory Council on Vocational Tech-
nical Education and Manpower Training, to provide for its mem-
bership, powers and duties, generally dealing with the Council,
and correcting certain errors therein., TO CREATE THE STATE
ADVISORY COUNCIL ON VOCATIONAL TECHNICAL EDU-
CATION, TO PROVIDE FOR ITS MEMBERSHIP, POWERS,
AND DUTIES, AND GENERALLY DEALING WITH THE
COUNCIL.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 409A through 409H be and they are hereby added
to Article 41 of the Annotated Code of Maryland (1970 Supple-
