Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new Section 3-606 to Article 66½ of the Annotated
Code of Maryland (1970 Replacement Volume), title "Vehicle
Laws," subtitle "Certificates of Title and Registration of Vehicles,"
to follow immediately after Section 3-605 thereof, to authorize
the issuance of special motor vehicle registration plates for an
additional fee to persons without convictions for violations of the
motor vehicle laws AND GENERALLY RELATING THERETO
and to provide for the disposition of this additional fee.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 3-606 be and it is hereby added to Article 66½
of the Annotated Code of Maryland (1970 Replacement Volume),
title "Vehicle Laws," subtitle "Certifications "CERTIFICATES of
Title and Registration of Vehicles," to follow immediately after
Section 3-605 thereof, to read as follows:
3-606.
(a) The Department, upon the payment of a fee of twenty dollars
($20.00), which shall be in addition to an not in substitution of the
other fees required by this article, may issue to any applicant special
registration plates upon which shall be displayed any combination of
letters and/or numerals, not exceeding six letters or numerals, or
both, requested by the applicant and approved by the Department.
No such registration plates shall be issued to any applicant who has
been convicted of any violation of this article involving a motor
vehicle actually in motion within a period of five years from the date
of making the application.
(A) UPON APPLICATION TO THE COMMISSIONER OF
MOTOR VEHICLES BY THE OWNER OF ANY REGISTERED
PASSENGER MOTOR VEHICLES AND UPON PAYMENT OF
THE ANNUAL REGISTRATION FEES PROVIDED FOR ELSE-
WHERE IN THIS ARTICLE, AND AN ADDITIONAL FEE OF
TWENTY-FIVE DOLLARS ($25.00), WHICH SHALL BE PAY-
ABLE UPON THE ISSUANCE OF ALL ORIGINAL AND RE-
NEWAL REGISTRATIONS, THE DEPARTMENT MAY ISSUE
FOR SAID PASSENGER MOTOR VEHICLES SPECIAL REGIS-
TRATION PLATES UPON WHICH SHALL BE INSCRIBED A
COMBINATION OF NOT MORE THAN SIX (6) LETTERS AND
NUMBERS, WHICH SHALL BE NOT LESS THAN THREE
INCHES HIGH, AND EACH STROKE NOT LESS THAN ONE-
