and to be under the new subheading "Transportation Authority,"
to empower the County Commissioners to create and implement a
public transportation system and generally relating thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 8-41 be and it is hereby added to the Code of Public
Local Laws of Washington County (1970 Edition, being Article 22
of the Code of Public Local Laws of Maryland), title "Washington
County," subtitle "8. County Commissioners," to follow immediately
after Section 8-40 thereof, as added by Chapter 409 of the Acts of
1961 and to be under the new subheading "Transportation Author-
ity," to read as follows:
Transportation Authority
8-41.
(a) The County Commissioners are authorized and empowered
to establish a public transportation system for Washington County.
(b) The County Commissioners shall MAY provide the money nec-
essary to the establishment and implementation of the system either
from taxes collected in the county or by borrowing sufficient sums.
(c) The Commissioners may create a transportation commission
to operate the system and provide for the composition, compensation,
powers and authorities thereof.
(D) THE COUNTY COMMISSIONERS, OR THE TRANS-
PORTATION COMMISSION CREATED PURSUANT TO THIS
SECTION, ARE AUTHORIZED TO ACCEPT GRANTS OF
MONEY FROM ANY SOURCE TO ASSIST IN THE ESTAB-
LISHMENT AND IMPLEMENTATION OF THE PUBLIC
TRANSPORTATION SYSTEM.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Sections 2(e),
4(i), 4(m), 5(g), 5(h), 6(b), 6(c), 6(d), 7(a), 11(a), 11(b),
12(a), 12(b), 12(d), 12(e), 13, 14, 15(b), 16, 17(c), 18, 19, 20,
21 and 28 of Article 33B of the Annotated Code of Maryland (1971
Replacement Volume), title "Environmental Service"; and to add
new Sections 3(1) and 24A to said Article, Code and title, to follow
immediately after Sections 3(k) and 24, respectively, making pro-
vision for the establishment and maintenance of one or more debt
service reserve funds by the Maryland Environmental Service,
amending and clarifying certain provisions relating to authority
and procedures governing the issuance and payment of bonds and
notes of the Service, and relating generally to the projects of the
Service including the financing thereof.
