AN ACT to repeal and re-enact, with amendments, Section 304 of
Article 66C of the Annotated Code of Maryland (1970 Replace-
ment Volume), title "Natural Resources," subtitle "Fish and
Fisheries," subheading "Part 2. Tidal Waters," to provide for
transfer of a gill net license.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 304 of Article 66C of the Annotated Code of Maryland
(1970 Replacement Volume), title "Natural Resources," subtitle
"Fish and Fisheries," subheading "Part. Tidal Waters," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

Any license to operate pound nets, haul seines, gill nets, or fyke or
hoop nets issued under this subheading may be transferred whenever
the owner of the nets, boats, gear and other equipment necessary for
their operation, or the personal representative of such owner, shall
sell and convey the same by bill of sale for a bona fide consideration to
any person who is eligible under the provisions of Sections 262 and
299 of this subtitle. Such transfer shall be made only upon the
surrender of the outstanding license and the execution of an applica-
tion by the new owner or owners, as in the case of an original ap-
plication, and the payment of the sum of $5.00 as a transfer fee,
whereupon the Commission shall issue a new license for the re-
mainder of the license year. No new license shall be issued if the
outstanding license is suspended or revoked at the time of the trans-
fer. Provided that after 31 December 1972 licenses to operate gill
nets may not be transferred, except upon decease THE DEATH of
the licensee, in which case the license may be transferred ONLY to
the widow, FATHER, BROTHER, SISTER, son, or daughter of the
licensee, and to no other person.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 6-102 (c)
of Article 66½ of the Annotated Code of Maryland (1970 Replace-
ment Volume) title "Vehicle Laws," subtitle "Subtitle 6. Drivers'
Licenses," to permit certain nonresident students to be exempt
from the licensing requirements of the subtitle.
