after Section 27 thereof, to provide that where gifts are offered in
return for business and the gifts are unavailable, certificates be
issued for the same or similar items OF EQUAL VALUE.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 27A be and it is hereby added to Article 83 of the
Annotated Code of Maryland (1969 Replacement Volume), title
"Sales and Notices," subtitle "Consumer Protection," to follow imme-
diately after Section 27 thereof, and to read as follows:
27A.
Any person in this State who offers gifts or other inducements to
customers in exchange for business shall, in the event that the gift
or other inducement is not available at the time the customer com-
plies with the conditions attached to the giving of the gift or other
inducement, give the customer a certificate, stating in unequivocal
language, that the customer has complied with the conditions entitl-
ing him to receive the gift or other inducement and that the offeror
will replenish his supply of the item and give the customer an identi-
cal or substantially similar item OF EQUAL VALUE upon present-
ment of the certificate.
THE CERTIFICATE MAY DESIGNATE A TIME PERIOD
WHEN THE CERTIFICATE MUST BE PRESENTED FOR RE-
DEMPTION. THE TIME PERIOD SHALL NOT BE LESS THAN
90 DAYS FROM THE DATE THE CUSTOMER RECEIVES THE
CERTIFICATE. UPON THE EXPIRATION OF THE TIME
PERIOD, THE CERTIFICATE SHALL BE VOID.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new Section 9-301 (2A) to Article 95B of the Anno-
tated Code of Maryland (1964 Replacement Volume), title "Uni-
form Commercial Code," subtitle "Secured Transactions; Sales of
Accounts, Contract Rights and Chattel Paper," subheading "Part
3. Rights of Third Parties; Perfected and Unperfected Security
Interests; Rules of Priority," to follow immediately after Section
9-301 (2) thereof, to provide a grace period of five TEN days for
perfection of a priority claim as to non-purchase money security
interests.
