Sec. 2. And be it further enacted, That this Act shall take effect
on the effective date of a proclamation issued by the Governor of
Maryland, certifying that Chapter         of the Acts of 1971 (House

Bill         ), concerning the abolition of the office of the surveyor of

Baltimore City has been approved by the voters of Maryland. If
Chapter (House Bill ) is not approved by the majority of
the voters of Maryland voting thereon and the proposed constitu-
tional amendment is therefore not ratified, this Act is null and void
and of no further effect.

Sec. 3. And be it further enacted, That subject to the provisions
of Section 2 hereinabove, this Act shall take effect on July 1,1971.

CHAPTER 514
(House Bill 247)

AN ACT to add new Section 116A to Article 77 of the Annotated
Code of Maryland (1969 Replacement Volume), title "Public
Education," subtitle "Teachers," to follow immediately after Sec-
tion 116 thereof, to provide civil immunity for any teacher who
makes any report required by criminal statute, RULE OR REGU-
LATION, or who participates in any judicial proceeding which
results from that report.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 116A be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1969 Replacement Volume), title
"Public Education," subtitle "Teachers," to follow immediately after
Section 116 thereof and to read as follows:

116A.

Any teacher, guidance counselor, members of the educational staff,
whether a recipient of
financial remuneration for his services or not,

or member of the administration staff of any public, private or

parochial school while acting in a reasonable manner in his official

capacity who participates in the making of any report required by

criminal statute or who participates in a judicial proceeding which
results from that
report shall in doing so be immuned from any civil
liability which might otherwise be incurred or imposed in connection
with that report.

ANY TEACHER OR GUIDANCE COUNSELOR, AND ANY
MEMBER OF THE ADMINISTRATIVE OR EDUCATIONAL
STAFF OF ANY PUBLIC, PRIVATE, OR PAROCHIAL SCHOOL,
WHETHER A RECIPIENT OF FINANCIAL REMUNERATION
FOR HIS SERVICES OR NOT, WHO ACTS UPON REASONABLE
GROUNDS IN THE MAKING OF ANY REPORT REQUIRED
BY LAW, RULE, OR REGULATION OR WHO PARTICIPATES
