(3) Accept roads and dedicated ways as prescribed by law and
in accordance with policies and decisions of the County Commis-
sioners;

(4) Construct and maintain county water mains, sewers, drains,
and culverts;

(5)  Construct, maintain and operate county sewage disposal and
treatment plants;

(6)  Collect garbage and other refuse, and operate and maintain
facilities for their disposal in accordance with policies and ordi-
nances adopted by the County Commissioners;

(7)  Construct, operate, maintain and control county water supply
systems, fire hydrants and mosquito control facilities;

(8)  Administer and enforce the rules and regulations relating to
water and sewer systems and perform such other duties which were
heretofore performed by the Cecil County Metropolitan Commission
not otherwise fixed by this subtitle or by the County Commissioners;

(9)  Operate and maintain, or be responsible for, county street
lighting or lighting for roads, alleys and other public places;

(10)  Operate and maintain county public buildings, except those
designated by the County Commissioners to be excluded from the
responsibility of the Department.

(11)  Perform such other duties as may be assigned by the County
Commissioners not inconsistent with any other provision of the Code
of Public Local Laws of Cecil County.

19-3.

(a) The [commission] Department may establish a sanitary
district or
districts in Cecil County for the purpose of providing

a water and/or sewerage system in the areas where [said com-

mission] the Department deems it necessary for the health, safety
and welfare of the
residents living in such areas by causing surveys
to be made of the
proposed district or districts and by preparing
a complete engineering and financial report which shall include the

estimated assessed property valuation as fixed for county taxation
within the
proposed sanitary district, which estimated assessed valu-
ation shall be
furnished the [commission] Department by the county
commissioners.

(b) When such surveys and estimates are completed, the [com-
mission]
Department shall give notice by publication in one or more
newspapers published within the
county, once a week for three (3)
successive weeks, and by handbills posted and circulated in the pro-

posed sanitary district or districts, which notice shall specify the

proposed area to be included in said sanitary district or districts,

together with the time and place of hearing to be held, at which

hearing those present shall be informed of the contents of the engi-
neer's survey and the probable cost of
establishing said district or
districts. If, on a vote a majority of the owners of property
present at said hearing vote to approve the
establishment of said
sanitary district or districts, then the area described is said survey
shall be and become a
sanitary district or districts for the service
or services approved at said
meeting.
