(b)   The Director of Public Works shall be an engineering gradu-
ate of a college or university of recognized standing and a regis-
tered professional engineer. He shall have demonstrated ability in
the management of public works and utilities and shall have had
responsible charge of engineering works over a period of at least
two years prior to his appointment. He shall have such other quali-
fications as may be prescribed by law or regulation. He shall be
appointed solely with regard to his qualifications.

(c)  The Director shall be appointed by, and shall be responsible
to, the County Commissioners.
HE SHALL, SUBJECT TO AP-
PROVAL OF THE BOARD OF COUNTY COMMISSIONERS OF
CECIL COUNTY, FIX THE COMPENSATION OF A SECRE-
TARY-TREASURER AND SUCH ENGINEERING, LEGAL,
CLERICAL AND OTHER PERSONNEL AND HELP, AS FROM
TIME TO TIME HE MAY DEEM NECESSARY TO CARRY OUT
THE PROVISIONS OF THIS SUBTITLE. THE SECRETARY-
TREASURER APPOINTED BY THE DIRECTOR SHALL RE-
CEIVE AND ACCOUNT FOR ALL MONEY WHICH SHALL BE
DUE AND PAYABLE TO SAID DEPARTMENT FROM ANY
SOURCE WHATSOEVER.

(d)  All moneys deposited shall be protected by a depository bond,
or by such other securities as may be approved by the Department.
The Secretary-Treasurer shall give bond to the State of Maryland
for not less than $25,000 with a good and sufficient surety to be
approved by the Commissioners, with the condition "that if the
above bounden ..... shall well and faithfully execute his office and
shall account to the Department for all moneys which he shall
receive for account of the Department, or be answerable for by law,
then the said obligation to be void, otherwise to be and remain in
full force and effect." The said bond, when approved, shall be re-
corded in the office of the Clerk of the Circuit Court for Cecil
County; and the person so appointed, before entering upon the duties
of his office shall take an oath before the Clerk of the Circuit Court
for said county, in form similar to that taken by collectors of taxes,
except as to the title of the office. The Department is hereby empow-
ered to pay the premiums on all bonds. All checks issued by the De-
partment shall be countersigned by the Director. The Department
shall annually have its accounts audited by a certified public account-
ant, to be selected
BY THE COUNTY COMMISSIONERS and paid
by the Department, and publish a full, true and itemized account,
under oath, of its receipts and disbursements in a newspaper pub-
lished in said county.

19-2.1.

(a) The Department of Public Works shall:

(1)  Have responsibility for duties related to county public works
and public utility surveys, reports, maps, drawings, specifications,
and estimates, and the custody of maps and plans of the County for
public works and utilities;

(2)  Supervise the execution of and performance of all contracts
for capital projects except schools, and assist the County Commis-
sioners in the tabulation of bids and in the determination of the
lowest and best bidder with respect to all public works, and upon
request of the County Commissioners, with respect to materials,
supplies and equipment;
