(b) "Division" means the Insurance Division of the Department
of Licensing and Regulation of the State of Maryland.
(c) "Commissioner" means the Commissioner of Insurance, or his
duly authorized representatives.
(d) "Licensee" means a motor club to which a certificate of author-
ity has been issued under this Article.
(el) "Applicant" means any person, firm, association, partner-
ship, corporation, or other legal entity, applying for a certificate of
authority or renewal thereof under this Article.
(f) "Bail bond service" means the furnishing of or arranging for
a cash deposit, bond or undertaking, required and acceptable by
law, for a member or subscriber accused of a violation of any motor
vehicle or traffic law or ordinance so as to obtain his release from
custody pending trial.
(g) "Community traffic safety service" means the offering or pro-
viding of traffic engineering or traffic safety advice and assistance
to governmental agencies for the purpose of promoting the safe and
efficient use of streets and highways, and to aid appropriate authori-
ties in the adoption of sound programs for the expeditious flow of
traffic for the comfort, convenience, and enjoyment of both the
motoring public and pedestrians alike.
(h) "Discount service" means providing special discounts, rebates
or reductions of price on gasolines, oils, repairs, parts, accessories or
service for motor vehicles, so members or subscribers.
(i) (G) "Emergency road service" means the adjustment, repair,
or replacement of the equipment, tires, or mechanical parts of a
motor vehicle so that such motor vehicle may be operated under its
own power.
(j) (H.) "Financing service" means the arranging for loans or
other advances of money to members or subscribers in connection
with providing any other motor club service.
(k) (I) "Legal reimbursement service" means the payment for or
reimbursement of members or subscribers for fees charged by an
attorney for his advice or services rendered to them in defense of a
traffic offense.
(l) "Map service" means the furnishing of road maps, tour plans,
or tour guides to members or subscribers.
(m) (J) "Motor club service" means the rendering, furnishing or
procuring of or the payment or reimbursement for, in whole or in
part, towing service, emergency road service, insurance service, bail
bond service, community traffic safety service, legal service, discount
service, financial service, theft service, map eervice, towing service,
travel service, or any one or more thereof, to any person, in connec-
tion with the ownership, operation, use, or maintenance of a motor
vehicle by such person, in consideration of such other person being or
becoming a member or subscriber of any motor club, or being or be-
coming in any manner affiliated therewith, or being or becoming
entitled to receive membership or other motor club service therefrom
by virtue of any agreement or understanding with any such person.
