(f) On or after June 1, [1967] 1972 no person shall hereafter be
given or accept a probationary or permanent appointment as [a]
an entrance level police or security officer, police supervisor or police
administrator,
unless such person [has successfully completed a
police training course at an approved police training school, or has
been approved by the Commission based upon other criteria and
qualifications as established] satisfactorily meets such qualifications
as may be determined by the Commission.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 473
(Senate Bill 585)

AN ACT to add a new Article 48B to the Annotated Code of Mary-
land (1968 Replacement Volume), entitled "Motor Clubs" provid-
ing generally for the licensing and regulation of motor clubs doing
business in this State, providing for the issuance of certificates of
authority to motor clubs by the Commissioner of Insurance of the
Insurance Division of the State Department of Licensing and
Regulation, providing for certain information to be provided with
applications for such certificates, providing for the posting of
securities or surety bonds, specifying the grounds upon which
approval or disapproval of certificates are to be founded, specifying
the powers of the Insurance Commissioner, providing for hearings
and judicial review in respect to denials or revocations of applica-
tions, certificates of authority, designating the Insurance Commis-
sioner as agent for service of process, providing for registration
of motor club representatives, prohibiting reference to approvals
by the Commissioner in advertising, providing that members or
subscribers be furnished with certain information concerning the
services to be provided by motor clubs, providing for criminal
penalties in the event of willful violations or fraudulent conduct,
and providing for the imposition of civil monetary penalties and
restitution in addition thereto, and relating generally to motor
clubs.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Article 48B entitled "Motor Clubs," is hereby added to
the Annotated Code of Maryland (1968 Replacement Volume), to
read in full as follows:

Article 48B
1. Definitions.

As used in this Article, unless the context otherwise requires:

(a) "Motor club" means a person engaged, directly or indirectly
either as principal or agent, in selling or offering for sale, furnish-
ing or procuring motor club service to members or subscribers.
