4.

The Commission shall have the following powers:

(a)   To act as the officially designated state body authorized to
confer with the Federal American Revolution Bicentennial Commis-
sion concerning coordination of the State and Federal programs;

(b)   To adopt an official flag, seal and other emblems for the
Bicentennial celebration, and to copyright the same in the name of
the State. With the approval of the Governor, the Commission may
lease the right to use such seal and other emblems upon such terms
and conditions as it deems proper;

(c)  In the furtherance, performance and in exercise of its powers
and duties, to enter into contracts;

(d)   To accept gifts, grants, legacies, bequests, devises, endow-
ments, or any payment of monies for any purpose which falls within
those assigned to the Commission from any party or person, public
or private, including the federal government, the State of Maryland,
or any agency thereof, or any political subdivision of the State of
Maryland. In furtherance of this power the Commission may also
establish a committee of interested private citizens to solicit and
receive funds from private individuals, firms or corporations, which
funds shall then be made available to the Commission in order to
carry out its statutory purposes;

(e)  To adopt such rules and bylaws as are necessary and proper
for the regulation of its own affairs in order to effectuate the pur-
poses of the Commission;

(f)   To establish local area committees in the various political
subdivisions in the State to implement and carry out the statutory
purposes of the Commission;

(g)   To establish functional committees of the Commission itself,
each of which committees may be under the chairmanship of a
Commission member, to implement and carry out the statutory
purposes of the Commission;

(h) To cooperate with other State agencies, particularly the
Maryland Historical Trust and the Maryland Environmental Trust
in order to comply with Section 3 (e) herein;

(i) To authorize the Chairman of the Commission to designate
an Acting Chairman to act in the place of the Chairman for tempo-
rary purposes including, presiding at meetings of the Commission
in the absence of the Chairman;

(j) To take any action necessary and proper to effectuate the
powers expressly conferred by this statute.

Sec. 3. And be it further enacted, That Section 5 of Chapter 458
of the Laws of Maryland of 1968 be and it is hereby repealed.

Sec. 4. And be it further enacted, That Sections 6, 7 and 8 of
Chapter 458 of the Laws of Maryland of 1968 be and they hereby
are renumbered as Sections 5, 6 and 7.

Sec. 5. And be it further enacted, That this Act shall take effect
July 1, 1970.
