Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970, FOR ALL TAXABLE YEARS ENDING AFTER DE-
CEMBER 31, 1969.

CHAPTER 413
(Senate Bill 664)

AN ACT to repeal, in their entirety, Sections 78 through 80F OF
ARTICLE 100 of the Annotated Code of Maryland (1957 Edition,
1964 Replacement Volume, 1969 Supplement), title "Work, Labor
and Employment," subtitle "Discrimination;" and to repeal, in its
entirety, Section 13 (d) of Article 49B of the Annotated Code of
Maryland (1957 Edition, 1968 Replacement Volume, 1969 Supple-
ment), title "Human Relations Commission," subtitle "Enforce-
ment Powers of Commission;" and to repeal and re-enact, with
amendments, Sections 2, 11B, 12 (a), 12 (b), 16 (a), 17, 18, and
19 of the same Article 49B, subtitles "Commission on Human Re-
lations," "Discrimination in Public Accommodations," "Enforce-
ment Powers of Commission," and "Discrimination in Employ-
ment," and to add new Section 28 to the same Article 49B, to fol-
low immediately after Section 27 thereof, and to be under the same
title but under the new subtitle "Enactment of Local Ordinances,"
to provide for the creation of a Deputy Director for the Human Re-
lations Commission to expand certain powers of the Human Rela-
tions Commission relating to age of employment; to clarify lan-
guage relating to filing of complaints with the Commission and to
change the provisions relating to a complaint being filed by the
Commission on its own motion; to clarify certain language relat-
ing to the confidentiality of the investigation; to expand the
powers of the Human Relations Commission to include age and
sex with relation to employment procedures; to remove control of
discrimination in employment because of age from the Department
of Labor and Industry and to give said power of regulation to the
Human Relations Commission; and relating generally to the
Human Relations Commission of Maryland.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 78 through 80F OF ARTICLE 100 of the Annotated
Code of Maryland (1957 Edition, 1964 Replacement Volume, 1969
Supplement), title "Work, Labor and Employment," subtitle "Dis-
crimination," be and they are hereby repealed in their entirety, and
that Section 13 (d) of Article 49B of the Annotated Code of Mary-
land (1957 Edition, 1968 Replacement Volume, 1969 Supplement),
title "Human Relations Commission," subtitle "Enforcement Powers
of Commission," be and it is hereby repealed in its entirety, and that
