tern," and under Article 73b of the Code titled "Pensions;" and for
the purposes of seniority, retirement rights, vacation, and salary
they shall receive full credit for all previous employment in the State
Merit System.
(c) All books, papers, files, records, furniture, fixtures, and all
other personal property owned by or in the custody of the office
of the Administrator of Loan Laws on June 30, 1970 shall be
transferred to and be in the ownership and custody of the Com-
missioner of Small Loans, and shall be used for the operation and
administration of his office as herein created.
(d) All appropriations and credits on the books, papers, and ac-
counts of any department or other agency of this State, for and to
the credit of the office of the Administrator of Loan Laws, as of
June 30, 1970 and all liabilities and obligations of the office of the
Administrator of Loan Laws as of June 30, 1970 shall be trans-
ferred to and become the appropriations, credits, liabilities, and
obligations of the office of the Commissioner of Small Loans herein
created.
(e) All references to the office of the Administrator of Loan
Laws, as of June 30, 1970 on the books, papers, and records of any
department or agency of the State government or of any department
or agency of the political subdivision of this State or in any regula-
tions, orders, or directives of any such department or agency, from
and after July 1, 1970 shall be deemed and construed to be refer-
ences to the office of the Commissioner of Small Loans.
Sec. 9. And be it further enacted by the General Assembly of
Maryland, That Sections 1, 2, 4, 18A (c) of Article 78B of the
Annotated Code of Maryland. (1957 Edition, 1969 Replacement
Volume), title "Racing Commission," subtitle "In General," be and
they are repealed and re-enacted with amendments to read as fol-
lows:
1.
There shall be a Maryland Racing Commission, which shall be part
of the Department of Licensing and Regulation, and the same is
hereby created and established, which said Maryland Racing Com-
mission shall be vested with and possessed of the powers and duties
in this Article specified and also the powers necessary or proper to
enable it to carry out fully and effectually all the purposes of this
article. The jurisdiction, supervision, powers and duties of the Mary-
land Racing Commission herein created and established shall extend
under this article to any and all person or persons, associations or
corporations which shall hereafter hold or conduct any meeting with-
in the State of Maryland whereat horse racing shall be permitted for
any stake, purse or reward. The exercise or performance of all pow-
ers, authority, duties and functions vested in the Commission by
the provisions of this article shall be subject to the power and au-
thority of the Secretary of Licensing and Regulation as set forth in
Article 41 of this Code, or elsewhere in the laws of this State.
2.
Said Maryland Racing Commission shall consist of five members,
all of whom shall be appointed by the Governor, with the advice
of the Secretary of Licensing and Regulation, and not more than
