(b) The Superintendent shall by rule prescribe the names of
each of the ranks established in subsection (a), and the grades
within each of such ranks. No person who is a police employee on
June 1, 1968, shall be demoted or otherwise affected in rank, pay or
status except for cause as hereinbefore required; and all such police
employees shall continue in the rank and salary step which they
then hold, that is to say: Troopers are within rank I; troopers first
class within rank II; corporals within rank III; sergeants within
rank IV; first sergeants, detective sergeants, quartermaster ser-
geants, and sergeants mechanic within rank V; sergeants major and
the examining physician within rank VI; lieutenants within rank
VII; captains within rank VIII; majors within rank IX; and lieu-
tenant colonels [, including the deputy superintendent,] within
rank X.

Sec. 9. And be it further enacted, That new Section 15A of Article

88B of the Annotated Code of Maryland (1957 Edition and 1969

Replacement Volume), title "State Police," subtitle "Management of
Department," be and it is hereby enacted, to read as follows:

The Secretary of Public Safety and Correctional Services is au-

thorized, with the approval of the Governor and after consultation
with the Superintendent, to have a unit of the
Maryland State Police

attached directly to the office of the Secretary. Said unit shall be of

such size as the Secretary, after consultation with the Superintendent

and with the approval of the Governor, shall determine. The Sec-

retary, after consultation with the Superintendent and with the

approval of the Governor, may from time to time transfer such police
employees of such rank as the Secretary may determine to said unit

and from said unit back to the regular Maryland State Police. The
police employees attached to said unit shall remain police employees

of the Maryland State Police with the rank, rights, authority, bene-

fits and privileges of police employees of the Maryland State Police

but shall, while attached to the Secretary's office, be directly respon-

sible to the Secretary or to the Governor and shall perform such

duties as directed by the Secretary or the Governor.

Sec. 10 9. And be it further enacted, That all persons who are as
of June 30, 1970, members of boards or commissions, officers and em-
ployees of all departments, divisions, boards, commissions and agen-

cies included within the Department of Public Safety and Correc-

tional Services are hereby confirmed in the office, position and clas-
sification which they hold as of June 30, 1970, as members, officers
and employees of such departments, divisions, boards, commissions
and agencies, except as otherwise provided in this Act or until they

retire, resign or are removed as provided by law, or until the terms

to which they were appointed expire. OF JUNE 30, 1970, CLASSI-
FIED EMPLOYEES OF ANY DEPARTMENT, BOARD, COM-
MISSION, OR AGENCY ABOLISHED BY THIS ACT ARE
HEREBY TRANSFERRED TO THE DEPARTMENT OF PUBLIC
SAFETY AND CORRECTIONAL SERVICES CREATED HEREIN
AND ALL CLASSIFIED EMPLOYEES OF THE DEPARTMENTS,
OFFICES, BOARDS, COMMISSIONS AND AGENCIES WHICH
CONSTITUTE PARTS OF THE DEPARTMENT OF PUBLIC
SAFETY AND CORRECTIONAL SERVICES SHALL RETAIN
