States, and qualified on the basis of training, experience, and ability
to discharge the duties of the Superintendent.

(c) The Superintendent shall [be appointed during the regular
session of the General Assembly next following each election for
Governor. His term shall begin on the first day of June following
such appointment and be for a term of four years. Upon the death,
resignation or removal of the Superintendent, the Governor shall
appoint a qualified person to serve for the remainder of the un-
expired term. A Superintendent may be removed by the Governor
for official misconduct or incompetence.] serve at the pleasure of the
Secretary
GOVERNOR and shall receive such salary as provided in
the State Budget. The incumbent superintendent as of July 1, 1970,
shall continue as Superintendent at the pleasure of the Secretary
GOVERNOR.

16.

The Superintendent shall, with the approval of the [Governor]
Secretary of Public Safety and Correctional Services, designate with-
out examination, to serve at the Superintendent's pleasure, one of
the police employees holding the highest commissioned rank to be
deputy superintendent. The deputy superintendent shall have such
authority, responsibility, and duties as may be assigned by the Super-
intendent and, in case of the absence from the State or incapaci-
tating disability of the Superintendent, shall have all of the powers
and duties conferred by law upon the Superintendent. A deputy
superintendent designated in accordance with this section shall, not-
withstanding any other provision of this article, continue in office at
the pleasure of the Superintendent. Upon termination of such desig-
nation by the Superintendent, such person shall return to the rank
held by him prior to such designation. The Deputy Superintendent
shall not be paid in accordance with Section 23(a) of this Article
but shall receive such salary as provided in the budget. Whenever
the Superintendent terminates the designation of a particular person
as Deputy Superintendent, such person shall thereafter be paid in
accordance with Section 23 (a) of this Article.

23.

(a) Salaries as referred to in Section 22(a) shall be paid to
police employees in accordance with rank and length of service at
the following rates as established July 1, 1967:
