the Budget] Secretary of Public Safety and Correctional Services
and the legislature;

(8)    To make such rules and regulations as may be reasonably
necessary or appropriate to accomplish the purposes and objectives
of this section;

(9)    To make a continuous study of police recruit and in-service
training methods and procedures and to consult with and accept the
cooperation of any recognized federal, State, or municipal law en-
forcement agency or educational institution ;

(10)    To consult and cooperate with universities, colleges and
institutions in the State for the development of specialized courses
of study for police officers in police science and police administration;

(11)    To consult and cooperate with other departments and agen-
cies of the State concerned with police training;

(12)    To perform such other acts as may be necessary or appro-
priate to carry out its functions and duties as set forth in this
section.

108.

(a)    A Board of Parole, hereinafter referred to as the "Board,"
is hereby established as part of the Department of Public Safety and
Correctional Services.
It is composed of a chairman and four asso-
ciate members. The members are appointed for terms of eight years
each by the Secretary of Public Safety and Correctional Services,
with the approval of
the Governor, and with the advice and consent
of the Senate of Maryland. From time to time the Secretary of
Public Safety and Correctional Services, with the approval of
the
Governor, shall designate the chairman of the Board. Of the mem-
bers initially appointed as of January 1, 1969, the chairman is ap-
pointed for a term of eight years, and the associate members for
terms of six, five, four and two years respectively, and thereafter all
terms are for eight years each.

(b)    The Secretary of Public Safety and Correctional Services,,
with the approval of the
Governor may remove any member of the
Board for disability, neglect of duty, malfeasance in office or mis-
conduct, after giving him written notice of the charges against him
and holding a public hearing thereon.

115.

(a)    There is hereby created a [Department] Division of Parole
and Probation, which shall be part of the Department of Public
Safety and Correctional Services, and
the head of which shall be the
Director of Parole and Probation. The Director shall be appointed
by the Secretary of Public Safety and Correctional Services, with
the approval of the
Governor of Maryland and by and with the advice
and consent of the Senate of Maryland for an indefinite term, at the
pleasure of the [Governor] Secretary. The salary of the Director
shall be as provided in the annual State budget.

(b)    [The Department] Subject to the authority of the Secretary
of Public Safety and Correctional Services, the Division of Parole
and Probation
shall have the following duties, in addition to any
other duties provided for herein or by law:
