of State Government of a Department of Public Safety and Correc-
tional Services to be headed by a Secretary of Public Safety and
Correctional Services who shall be responsible for carrying out the
Governor's policies in the areas of public safety, law enforcement,
crime prevention, correction, treatment of defective delinquents,
parole and probation, and to provide for the operation of said
Department including the establishment of guidelines and proce-
dures for said Department, and to provide for the appointment of
two Deputy Secretaries to assist the Secretary of Public Safety
and Correctional Services, and to provide that the Attorney Gen-
eral be the legal adviser to said Department, and to provide for the
responsibility of budgeting of said Department as well as the
promulgation of rules and regulations for the Office of the Secre-
tary of Public Safety and Correctional Services, as well as the
appointment of Advisory Boards for said Department, and to pro-
vide that the following agencies, boards, commissions, institutions,
and divisions be under the jurisdiction of said Department, the
State Civil Defense and Emergency Planning Agency, the Crim-
inal Injuries Compensation Board, the State Fire Prevention Com-
mission, the State Fire Marshal, the Police Training Commission,
the Maryland Traffic Safety Commission, the Maryland State
Police, the Division of Correction, the Patuxent Institution, the
Board of Patuxent Institution, the Institutional Board of Review,
the Board of Parole, the Division of Parole and Probation, and the
Sundry Claims Board; and relating generally to the laws of Mary-
land providing for public safety, law enforcement, crime preven-
tion, correction, treatment of defective delinquents, parole and
probation.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 204 of Article 41 of the Annotated Code of Maryland
(1957 Edition, 1965 Replacement Volume and 1969 Supplement),
title "Governor—Executive and Administrative Departments," sub-
title "Department of Correction," be and it is hereby repealed in its
entirety and that new Sections 204, 204A, 204B, 204C, 204D, and
204E are hereby enacted BE AND THEY ARE HEREBY EN-
ACTED IN LIEU THEREOF, TO STAND IN THE PLACE OF
THE SECTION SO REPEALED, to be under the same title but
under the new subtitle "The Department of Public Safety and Cor-
rectional Services," all to read as follows:

THE DEPARTMENT OF PUBLIC SAFETY
AND CORRECTIONAL SERVICES

204.

(a)    The Department of Public Safety and Correctional Services
is hereby created as a principal department of the State Government.
The head of the Department of Public Safety and Correctional Serv-
ices shall be the Secretary of Public Safety and Correctional Services,,
who shall be appointed by the Governor with the advice and consent
of the Senate.

(b)    The Secretary of Public Safety and Correctional Services
shall receive such salary as provided in the State Budget. The Sec-
retary shall serve at the pleasure of the Governor, shall be directly
responsible to the Governor, and shall counsel and advise the Gov-
ernor on all matters assigned to the Department of Public Safety
