(3) Subject to the approval of the resident judge of the Circuit
Court, the State's Attorney may appoint a member of the bar of
Worcester County as deputy State's attorney, to serve at the pleas-
ure of the State's Attorney. The deputy State's attorney's salary
shall not exceed five thousand dollars ($5,000.00). Under the direc-
tion of the State's Attorney, the deputy State's attorney shall pre-
sent cases to the grand jury and perform such other acts and
duties in relation to the grand jury and in the operation of the
office as are necessary and proper.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to repeal Section 11 of Article 77 of the Annotated Code
of Maryland (1965 Replacement Volume), title "Public Education,"
subtitle "Chapter 2. Formation of Boards," and to repeal Chapter
680 of the Acts of 1969, which most recently amended this
Section; and to add a new Section 35A to Article 77 of the An-
notated Code of Maryland (1969 Replacement Volume), title "Pub-
lic Education," subtitle "Chapter 4. County Boards of Education,"
to follow immediately after Section 35 thereof, reconstituting the
County Board of Education for Charles County, making it an elec-
tive board, providing for the election, tenure, duties, salary and
operations of the Board; repealing a law enacted in 1969 for this
purpose, and submitting this Act to a referendum of the quali-
fied voters of Charles County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 11 of Article 77 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Public Education," subtitle
"Chapter 2. Formation of Boards," be and it is hereby repealed;
and that Chapter 680 of the Acts of 1969, which most recently
amended this Section; be and it is hereby repealed; and that new
Section 35A be and it is hereby added to Article 77 of the An-
notated Code of Maryland (1969 Replacement Volume), title "Pub-
lic Education," subtitle "Chapter 4. County Boards of Education,"
to follow immediately after Section 35 thereof, and all to read as
follows:
35A.
(a) Until December 14, 1970, the County Board of Education
for Charles County shall be composed of five members, being those
in office on June 1, 1970. As of December 14, 1970, the provisions
of this subsection are no longer effective and the laws concerning
the County Board of Education for Charles County are as in the
other subsections of this Section.
(b) At the general election in the month of November, 1970,
and at the general election each four years thereafter seven persons
