take into account any income attributable to the carrier, or to any
corporation, firm or association owned in whole or in part by the
private carrier, from the Authority whether by way of payment for
services or otherwise; provided, further, that no such order, rule or
regulation of the Public Service Commission shall be construed to
require the Authority to establish and maintain any through route
and joint fare.
32.
(e) At all hearings called by the Authority, as provided by this
section, the people's counsel [before] to the Public Service Commis-
sion shall appear in behalf of the interests of the public in general
in which he may deem the public interest to be involved, including
but not limited to, hearings with regard to rates, charges, services,
or practices of any transit facilities owned or controlled by the
Authority.
33.
(a) The Authority shall refer to the Public Service Commission
and the people's counsel to the Public Service Commission for con-
sideration and recommendations any matter which the Authority
considers may affect the operation of the publicly and privately
owned or controlled transit facilities as a coordinated regional
transit system and any matter for which the Authority has called a
hearing, pursuant to Section [35] 32 except that temporary or
emergency changes in matters affecting service shall not be referred;
and

(A) THE AUTHORITY SHALL MAKE PROVISION FOR A
SYSTEM OF FINANCIAL ACCOUNTING AND CONTROLS,
AUDITS AND REPORTS. ALL ACCOUNTING SYSTEMS AND
RECORDS, AUDITING PROCEDURES AND STANDARDS, AND
FINANCIAL REPORTING SHALL CONFORM TO GENERALLY
ACCEPTED [PRINCIPALS] PRINCIPLES OF GOVERN-
MENTAL ACCOUNTING. THE AUTHORITY SHALL ADOPT
A FISCAL YEAR WHICH SHALL BE JULY 1 TO JUNE 30, AND
DESIGNATE THE NECESSARY FUNDS FOR COMPLETE AC-
COUNTABILITY AND SPECIFY THE BASIS OF ACCOUNTING
FOR EACH SUCH FUND.
43.
The Authority shall make and publish an annual report on its
programs, operations and finances, which shall be distributed in
the same manner and at the same time as provided in Section [44]
42 for the report of annual audit and shall be made available to
members of the public upon request. The Authority may also pre-
pare, publish and distribute such other public reports and infor-
mational materials as it may deem necessary or desirable. All
financial records, reports and documents of the Authority shall be
public records and open to public inspection under the reasonable
regulations prescribed by the Authority.
45.
(b) The Authority may waive the provisions of this section re-
quiring competitive bids whenever:
