may petition the Circuit Court for Harford County or other Courts
having jurisdiction for instruction as to its responsibilities in the
property.
(f) The Foundation shall annually report their activities to the
County Commissioners for the preceding year. The Finances of
the Foundation shall be subject to such audit as the County Com-
missioners may require.
(g) The Foundation is exempt from the provisions of bank
licensing acts, including Article 11, Section 166; Article 49, Section
5 (b); and Article 58A, Sections 1 through 16.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 313

AN ACT to repeal and re-enact, with amendments, Section 10 (b)
of Article 36 of the Annotated Code of Maryland (1969 Supple-
ment), title "Fees of Officers," subtitle "Attorneys," to increase
the percentage of appearance fees used for the Harford County
Court Library.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 10(b) of Article 36 of the Annotated Code of Maryland
(1969 Supplement), title "Fees of Officers," subtitle "Attorneys,"
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:

(b) In Harford County, the clerk of the Circuit Court for the
county shall deposit [twenty per centum (20%)] forty per centum
40% of all appearance fees collected by him under the provisions
of subsection (a) above into a special account to be used for the
general purposes of the court library of the county, including the
necessary expenses for books and library equipment and the cost
for the services of a librarian.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.
