good and sufficient cause shown, may, by an order in writing signed
by him, authorize the clerk to deliver such license at any time after
the application therefor, but such order shall not be signed unless
one or both of the contracting parties are bona fide residents of
Maryland, except where one of the contracting parties is a member
of the armed forces of the United States. It shall be unlawful for
the clerks of any of the courts aforesaid to make public the fact of an
application for a marriage license until such license shall have been
issued except to the parent or guardian of either of the contracting
parties.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 307
(Senate Bill 709)
AN ACT to add new Section 2-5 (b) (3) to Article 33 of the An-
notated Code of Maryland (1967 Replacement Volume, 1969 Sup-
plement), title "Election Code," subtitle "Election Boards and Em-
ployees," to provide an annual salary for the counsel for the Board
of Elections of Montgomery County, and allow him additional
compensation in connection with special elections or special serv-
ices rendered.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2-5 (b) (3) be and it is hereby added to Article 33
of the Annotated Code of Maryland (1967 Replacement Volume,
1969 Supplement), title "Election Code," subtitle "Election Boards
and Employees," and to read as follows:
2-5.
(b) (3) The counsel to the Board in Montgomery County shall
receive an annual salary of $2,000; provided, however, that in the
event of special elections or special services rendered, the Board
may allow such additional compensation as it deems commensurate
with the special services rendered.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1970.
