AN ACT to repeal and re-enact, with amendments, Sections 1 (c),
7 (b), and 9 (b) of Article 77A of the Annotated Code of Mary-
land (1969 Replacement Volume), title "Higher Education," sub-
title "Community Colleges," TO CLARIFY THE POWERS OF
BOARDS OF TRUSTEES FOR COMMUNITY COLLEGES TO
APPOINT FACULTIES FOR THE COLLEGES AND THE FOR-
MULA FOR DETERMINING STATE AID FOR SUCH COL-
LEGES, AND TO CHANGE THE COMPOSITION OF THE
LOCAL BOARDS OF TRUSTEES OF SUCH COLLEGES IN
PRINCE GEORGE'S COUNTY. and to add new subsection 9 (b-1)
to said Article, thereof, to follow immediately after subsection 9
(b); amending the higher education laws of this State in order to
make certain corrections in the language thereof; providing that
appointees to local boards of community college trustees include
one member of the local board, except in Prince George's
County; and providing for an expense allowance for board mem-
bers in Prince George's County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 (c), 7 (b), and 9 (b) of Article 77A of the Annotated
Code of Maryland (1969 Replacement Volume), title "Higher Edu-
cation," subtitle "Community Colleges," be and they are hereby re-
pealed and re-enacted, with amendments, and that new subsection
9 (b-1) be and it is hereby added to said Article thereof, imme-
diately following subsection 9 (b), all to read as follows:

(c) President; [teachers] faculty and other employees.—To ap-
point a president of the community college, and to fix the salaries
and tenure of the president, [teachers,] faculty, and other em-
ployees. The president shall report directly to the board and recom-
mend the appointment by the board of qualified [teaching] faculty
personnel and such other employees as being necessary for its
efficient administration. He shall recommend the discharge of such
employees for good cause, provided those with tenure shall have
reasonable notice of the grounds for their dismissal and an oppor-
tunity to be heard. He shall be responsible for the conduct of the
college and for the administration and supervision of its depart-
ments.

(b) Payment of State's share.—Beginning for the State's fiscal
year which commences on July 1, 1969, the Governor shall place in
the State budget an item to pay the State's forty-five percent (45%)
share to each of the community colleges operating under this subtitle.
It shall not exceed the sum of eighteen dollars ($18.00) per week
per term for each full-time equivalent student at any community
college, not to exceed a maximum of two hundred and seventy dollars
($270.00) for any student for one full term. The State Board for
Community Colleges shall certify to the State Comptroller on or
before the last day of both September and March in each year one
