from this section and from all other provisions of this Article with
respect to such agreements, and no law enacted hereafter shall apply
to them unless they be expressly designated therein.
(f) Notwithstanding the absence of express power in the charters
of any domestic educational, religious or hospital corporation, such
organizations are specifically empowered to make the annuity agree-
ments and such other agreements with respect to conditional dona-
tions as are in this section expressly permitted.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to repeal and re-enact, with amendments, Sections 430,
431, 432 (b) and 435 of Article 66½ of the Annotated Code of
Maryland (1967 Replacement Volume and 1969 Supplement), title
"Motor Vehicles," subtitle "Safety Standards for Motor Vehicles,"
to authorize the promulgation and enforcement of rules and regu-
lations for inspection stations, motor vehicle equipment and relat-
ing generally thereto, and to authorize State Police THE STATE
POLICE AUTOMOTIVE SAFETY ENFORCEMENT DIVISION
to provide and supply forms of warnings and certificates.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 430, 431, 432 (b) and 435 of Article 66½ of the
Annotated Code of Maryland (1967 Replacement Volume and 1969
Supplement), title "Motor Vehicles," subtitle "Safety Standards for
Motor Vehicles," be and they are hereby repealed and re-enacted,
with amendments, to read as follows:
430.
The Division shall inspect and approve registered dealers and
approved facilities for ability to make inspections and corrections
of equipment and mechanisms and shall issue licenses to qualified
registered dealers and approved facilities. The license shall authorize
the registered dealer or approved facility to attach certificates to
vehicles upon the request of the seller of a used motor vehicle and
to inspect and correct equipment and mechanisms for a vehicle for
which a warning of defective equipment and mechanisms has been
issued. The division is authorized to suspend or revoke for cause
licenses issued to approved dealers or approved facilities and to
require the surrender of such license and all pertinent paraphernalia
upon suspension or revocation of such license. The State Police
DIVISION is authorized to promulgate standards for registered
dealers and approved facilities by means of rules and regulations.
