business of well drilling in this State in the manner and upon the
terms and conditions hereinafter provided upon the payment of an
annual fee of twenty-five dollars ($25.00).

(b) Every license issued under the authority granted by this sub-
title, unless sooner revoked or suspended, shall expire on the thirtieth
of June next following the date of issuance of such license. Renewal
licenses shall be issued on application therefor and upon payment
of the annual license fee. No examination may be required of an
applicant for a renewal license.

(c)  Temporary licenses may be issued by the secretary in accord-
ance with such rules or regulations as the Board may prescribe, to
any applicant for a license who files an application in proper form
and pays the annual license fee therefor. A temporary license shall
automatically expire at the time the Board either refuses to issue
or grants the license, and shall be subject to termination by the
secretary at any time prior to action by the Board.

(d)  The Board shall require that all persons engaging or intend-
ing to engage in the business of well drilling in this State shall carry
a uniform, reasonable performance bond and uniform, reasonable
contractors liability insurance, format and dollar value of which
shall be determined by the Board, as conditions precedent to the is-
suance or renewal of a well driller's license. No political subdivision
of this State shall require that any person obtain such bonds or in-
surance as a condition of engaging in the business of well drilling in
such political subdivision.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 300
(Senate Bill 630)

AN ACT to repeal and re-enact, with amendments, Section 487 of
Article 48A of the Annotated Code of Maryland (1968 Replace-
ment Volume), title "Insurance Code," subtitle "31. Miscellaneous,"
authorizing the Insurance Commissioner to issue special permits
to certain hospitals in the State to allow such hospitals to make
annuity agreements with donors, and relating generally thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 487 of Article 48A of the Annotated Code of Maryland
(1968 Replacement Volume), title "Insurance Code," subtitle "31.
Miscellaneous," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

487.

(a) The Commissioner, upon application and in his discretion,
may issue a special permit to make annuity agreements with donors
to any educational or religious organization not conducted for profit
