The Commission may sell such bonds in such manner, either at
public or private sale, and for such price, as it may determine to be
for the best interests of the State, but no such sale shall be made
at price so low as to require the payment of interest on the money
received therefor at more than [five] seven and one-half per centum
per annum computed with relation to the absolute maturity of the
bonds in accordance with standard tables of bond values, excluding,
however, from such computation the amount of any premium to be
paid on redemption of any bonds prior to maturity.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1970.

      AN ACT to repeal Section 49 of Article 77 of the Annotated Code

of Maryland (1957 Edition and 1969 Replacement Volume), title
"Public Education," subtitle "County Boards of Education," and

to enact new Section 49 in lieu thereof, to stand in the place of

the section repealed, to make mandatory the establishment of
citizens advisory boards from among the parents of students in the
school or schools served.

AN ACT TO REPEAL AND RE-ENACT, WITH AMENDMENTS,
SECTION 49 OF ARTICLE 77 OF THE ANNOTATED CODE
OF MARYLAND (1969 REPLACEMENT VOLUME), TITLE
"PUBLIC EDUCATION," SUBTITLE "CHAPTER 4. COUNTY
BOARDS OF EDUCATION," TO PROVIDE FOR THE ESTAB-
LISHMENT OF CITIZEN ADVISORY BOARDS FOR ANY
SCHOOL IN ANNE ARUNDEL COUNTY AND FOR THE
COUNTY BOARD OF EDUCATION, TO PROVIDE FOR THE
MANNER OF THEIR SELECTION AND TO PROVIDE FOR
THEIR PURPOSE.

Section 1. Be it enacted by the General Assembly of Maryland,

That Section 49 of Article 77 of the Annotated Code of Maryland

(1957 Edition and 1969 Replacement Volume), title "Public Educa-

tion," subtitle "County Boards of Education," be and it is hereby

repealed; and that new Section 49 of said Article, title and subtitle be

and it is hereby added, to stand in the place of the section repealed
