an examination [of] or investigation made pursuant to this sub-
title and all information reported pursuant to this subtitle, shall be
given confidential treatment and shall not be subject to subpoena
and shall not be made public by the Commissioner or any other
person without the prior written consent of the insurer to which
it pertains unless the Commissioner, after giving the insurer and
its affiliates who would be affected thereby notice and opportunity
to be heard, determines that the interests of the policyholders,
stockholders or the public will be served by the publication thereof,
in which event he may publish all or any part thereof in such
manner as he may deem appropriate.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 265
(Senate Bill 185)

AN ACT to repeal and re-enact, with amendments, Section 259 of
Article 66½ of the Annotated Code of Maryland (1968 1969 Sup-
plement), title "Motor Vehicles," subtitle "Schoolbuses," increas-
ing the size of incorporated cities and towns in which this section
shall not apply.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 259 of Article 66½ of the Annotated Code of Maryland
(1968 1969 Supplement), title "Motor Vehicles," subtitle "School-
buses," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

259.

The driver of a vehicle on a highway when meeting or overtaking
any school bus which has stopped on the highway for the purpose
of receiving or discharging any passengers, shall come to a full stop
at least ten (10) feet from such school bus, either in front or rear
thereof as the case may be, and such vehicle shall remain standing
until the children are received or discharged and the school bus has
again started. This section shall not apply within the corporate limits
of any incorporated city or town with more than [twenty-five
thousand] one hundred thousand population, according to the most
recent federal decennial census.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.
