AN ACT to repeal and re-enact, with amendments, Section 15A of
Article 64A of the Annotated Code of Maryland (1968 Replacement
Volume), title "Merit System," to change the requirements for
review of personal service contracts for services performed for the
State Roads Commission of Maryland, and to require approval of
such contracts by the State Commissioner of Personnel.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 15A of Article 64A of the Annotated Code of Mary-
land (1968 Replacement Volume), title "Merit System," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:
15 A.
It is the duty of the State Roads Commission to submit to the
State [Fiscal Research Bureau, for review by the Legislative Coun-
cil's Committee on Taxation and Fiscal Matters, an annual list of the
approvals of contracts] Commissioner of Personnel, for his review
and approval, all contracts for personal service to be rendered to
the State Roads Commission.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to repeal Chapter 133 of the Acts of the General Assembly
of 1968 and to add new Sections 108A to 108D, inclusive, to Arti-
cle 77 of the Annotated Code of Maryland (1969 Replacement
Volume), title "Public Education," subtitle "Chapter 8. Teachers,"
to follow immediately after Section 108 thereof, and to be under the
new subheading "Interstate Agreement on Qualifications," re-enact-
ing on the part of the State of Maryland the Interstate Agreement
on Qualifications of Educational Personnel, specifying the powers
and duties of this State under this agreement; providing for the
powers and duties of certain officials and agencies of this State in
relation thereto; and relating generally to the qualifications of edu-
cational personnel.
Whereas, Chapter 133 of the Acts of 1968 added new Sections
100B, 100C, 100D, and 100E to Article 77 of the Code, enacting on
the part of the State of Maryland the interstate agreement on quali-
fications of educational personnel; and
Whereas, These sections were included in a blanket repeal of
sections in Article 77 by Chapter 405 of the Acts of 1969, which
completely revised the public school laws; and
