Inland Fish] Fish and Wildlife Administration, the [Game and
Inland Fish Commission] Fish and Wildlife Commission, the Depart-
ment of Forests and Parks, the Commission of Forests and Parks,
the Maryland Geological Survey, the Maryland Geological Survey
Commission, the Bureau of Mines, the Mine Examining Board, the
Maryland Commission on Mining Laws, Land Reclamation Advisory
Committee, the Department of Water Resources, the Water Re-
sources Commission, the Maryland State Board of Well Drillers, the
Maryland membership unit of the Interstate Oil Compact Commis-
sion, the Upper Potomac River Commission, the Governor's Patuxent
River Watershed Advisory Committee, the Maryland Environmental
Trust, the Maryland membership unit of the Interstate Commission
on the Potomac River Basin, the Maryland membership unit of the
Interstate Advisory Committee on the Susquehanna River Basin, the
Maryland membership unit of the Susquehanna River Basin Com-
mission, the Maryland membership unit of the Atlantic States Marine
Fisheries Commission, the Maryland membership unit of the Potomac
River Fisheries Commission, the Scenic River Review Board, the
Water Sciences Advisory Board, and such other departments, agen-
cies, commissions, boards, committees, councils or units as may
hereafter by law be declared to be part of the Department of
Natural Resources. If any provisions of this subtitle, as they affect
the Maryland membership units of interstate agencies, are incon-
sistent with any interstate compact to which Maryland is a party,
then the provisions of this subtitle shall not be applicable to such
units to the extent of the inconsistency.
(b) The Secretary of Natural Resources shall have such authority
and powers over the departments and other units herein enumerated
as are or shall be from time to time specifically granted by law: all
authority and powers not so granted to the Secretary are reserved
to the departments or other agencies assigned to the Department of
Natural Resources. The authority, powers, duties and functions
granted to the Secretary of Natural Resources shall be exercised
and performed by the Secretary or by such unit or officials within
the Department of Natural Resources as may be designated by the
Secretary.

(d) Transfer of functions, staff or funds.—The Secretary shall
have the right and authority to transfer any function or activity
common to two or more of the departments and agencies within the
jurisdiction of the Department of Natural Resources, together with
the staff, funds and equipment associated with that function, to the
office of the Secretary. Such staff as may be transferred to the office
of the Secretary may be moved by order of the Secretary to another
location as may be deemed necessary for the proper and efficient
functioning of the office of Secretary of Natural Resources. The
Secretary may transfer from any department or agency within his
jurisdiction to any other department or agency within his jurisdic-
tion any function or activity, together with the staff, '[general]
funds, and equipment associated therewith, for the purpose of in-
creasing the efficiency and economy of natural resources administra-
tion in the State.
