2.  Adequate to implement and provide for further improvements
in the water quality of the State.

3.  Coordinated with comprehensive county water supply and sew-
erage plans developed in compliance with Section [387 (c)] 387C
of Article 43 of the Annotated Code of Maryland, for the purposes
of recommending: such treatment works and sewer systems as will
provide the most effective and economical means of collection, stor-
age, treatment and purification of wastes; means to encourage both
municipal and industrial use of such works and systems; and methods
of adequately financing such facilities as may be necessary to im-
plement the plan.

4.  Acceptable to the Department of Water Resources, the State
Health Department and other appropriate regulatory agencies of
the State.

[5. Developed in compliance with Federal regulations governing
the conditions for comprehensive planning grants authorized in
Section 3 (c) of the Clean Water Restoration Act of 1966.]

[6.] 5. Instituted as permanent programs for basin-wide pollu-
tion control and are subject to annual review and amendment as
required.

(j) Upon approval of the scope of activity by the Governor, the
Department of Water Resources shall provide the Board of Public
Works with a budget showing the funds required during the fol-
lowing twelve month period to finance the State share of the cost
of each basin program [for which a Federal grant has been offered]
and the funds required to provide Statewide direction for the de-
velopment of river basin programs as provided for in this section.
Subsequent to the first year, a similar report shall be submitted to
the Board of Public Works annually.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 247
(House Bill 1094)

AN ACT to add new Sections 675 through 682 to Article 66C of the
Annotated Code of Maryland (1957 Edition, 1967 Replacement
Volume, 1969 Supplement), title "Natural Resources," subtitle
"Mining," to follow immediately after Section 674 thereof, and to
be under the same title and subtitle, and to be under the new sub-
heading "Abandoned Mine Drainage Control Act of 1970"; author-
izing the Secretary of the Department of Natural Resources to
prevent, control, and abate pollution from abandoned mines; to
acquire land occupied or degraded by abandoned mines; and au-
thorizing the creation of a State debt in the aggregate principal
amount of $5 million FIVE MILLION DOLLARS ($5,000,000), the
proceeds of which shall be used to meet the capital costs of such
a program, AND PROVIDING GENERALLY FOR THE ISSU-
ANCE OF STATE BONDS EVIDENCING SUCH DEBT.
