(E) THE BOOKS, RECORDS AND ACCOUNTS OF THE
SERVICE SHALL BE SUBJECT TO AUDIT BY THE STATE
OF MARYLAND.
(F) ANY OFFICER OR EMPLOYEE WHO SHALL REFUSE
TO GIVE ALL REQUIRED ASSISTANCE AND INFORMATION
TO THE ACCOUNTANTS SELECTED BY THE SERVICE OR
BY THE STATE, OR WHO SHALL REFUSE TO SUBMIT TO
THEM FOR EXAMINATION SUCH BOOKS, DOCUMENTS,
RECORDS, FILES, ACCOUNTS, PAPERS, THINGS OR PROP-
ERTY AS MAY BE REQUIRED FOR SUCH AUDIT SHALL, IN
THE DISCRETION OF THE SERVICE, FORFEIT HIS OFFICE
OR EMPLOYMENT.
25. Regulations; power to make and enforce.
(a) Except as otherwise provided by this Article, and subject to
the provisions of Article 41, Section 235 (b) of this Code, the Service
is hereby authorized to adopt, formulate, and revise from time to
time, and enforce rules and regulations necessary to carry out the
provisions of this Article and of any other laws the enforcement
and administration of which is vested in the Service. FOR THE
REGULATION OF ITS INTERNAL AFFAIRS AND FOR THE
USE AND OPERATION OF ITS PROJECTS, AND OF ANY
OTHER LAWS THE ADMINISTRATION OF WHICH IS VESTED
IN THE SERVICE; PROVIDED, HOWEVER, THAT NO SUCH
RULE OR REGULATION CONCERNING THE USE OR OPER-
ATION OF A PROJECT SHALL BE IN CONFLICT WITH
ANY RULE OR REGULATION OF THE STATE DEPARTMENT
OF HEALTH. The Service may limit or regulate liquid waste serv-
ice, refuse collection and disposal service, and storm and surface
water drainage service, on a temporary basis in any area or to any
premise served by Service projects, as the exigencies of the occa-
sion and the protection of its systems require. The Service shall
make such regulations consistent with law as it may deem neces-
sary for the public safety, health, comfort or convenience, in the
construction, operation, maintenance, expansion, relocation, replace-
ment, renovation, and repair of its wastewater purification and solid
waste disposal projects.
(b) Except for the immediate preservation of the public health
and safety or for emergency provisions required to protect projects of
the Service, rules and regulations, and any revisions thereof, shall be
promulgated pursuant to the provisions of the Administrative Pro-
cedure Act.
(c) Any regulation adopted by the Service pursuant to this sec-
tion, and approved by the Secretary of Natural Resources, shall
have the force and effect of law.
26. Binding arbitration by Public Service Commission.
If in any instance the Service and a municipality or person fail
to reach agreement on rates, fees, or other charges to be exacted by
the Service, the Public Service Commission upon petition by either
